3. Purpose: The DEO will provide funding for the construction of Anthony F. Sansone Sr. Blvd., a 4,600 linear foot roadway including water, sewer, and other utilities, located in Legacy Distribution Park at Tradition.
4. New/Renewal/Modified: New.
5. Duration: The roadway construction deadline is on or before June 30, 2024.
6. Benefits to Port St. Lucie: Anthony F. Sansone, Sr. Blvd. will provide access to 120 acres of undeveloped land within the Tradition Center for Commerce located in the City’s jobs corridor.
7. Cost to Port St. Lucie (Annual and Potential): The Governmental Finance Corporation is contributing the right of way adjacent to Anthony F. Sansone Sr. Blvd., which has an estimated value of $860,000.

Staff Recommendation: Move that the Council approve the Florida Job Growth Infrastructure Grant Agreement.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Florida Job Growth Infrastructure Grant Agreement.
2. Move that the Council not approve the Florida Job Growth Infrastructure Grant Agreement and provide staff direction.
Background: In June 2021, the City applied for a $3,500,000 Florida Job Growth Infrastructure Grant to construct Anthony F. Sansone, Sr. Blvd. in Legacy Distribution Park at Tradition. The project consists of a 4,600 linear roadway including water, sewer and other utilities that will provide access to 120 acres in the Tradition Center for Commerce located in the City’s jobs corridor.
Issues/Analysis: The construction of Anthony F. Sansone, Sr. Blvd. will be expedited to provided needed infrastructure improvements for economic development projects in Legacy Distribution Park at Tradition. The initial benefactor of the infrastructure improvements is Cheney Brothers, Inc. that will build a 427,000 square foot distribution facility, invest $55,000,000 in new construction, $5,500,000 in machinery and equipment and employ 380 employees with an average wage of $55,000 plus benefits. Other economic development projects that will benefit from the construction of Anthony F. Sansone, Sr. Blvd. includes Project Senior, Project Green and Project Apron.
Financial Information: The total project cost for Anthony F. Sansone, Sr. Blvd. is $7,000,000. The Florida Job Growth Infrastructure Grant will provide $3,500,000 towards the project cost. The Sansone Group is providing $2,640,000 towards the project and the Governmental Finance Corporation is contributing the land for the right of way, which has an estimated value of $860,000.
Special Consideration: The Florida Legislature approved the funding for the Florida Job Growth Grant in fiscal year 2019-2020. The funding must be spent by June 30, 2024. The City’s Job Growth Grant application was selected based on the accelerated development pace of Legacy Distribution Park at Tradition and the road construction being completed by June 30, 2024.
Location of Project: Legacy Distribution Park at Tradition is located in the City’s jobs corridor.
