3. Purpose: To purchase the Peregrine data integration and analytics platform to centralize data access, automate reporting, and enable real-time performance tracking for the Police Department.

5. Duration: The Purchase Order term for this software will be for three (3) years, from January 2026 through December 2028. Although the cooperative contract under which the software is being purchased expires on September 30, 2026, it permits purchase order services to occur after expiration, so long as the order is placed before expiration.
6. Benefits to Port St. Lucie: Improves data access and analysis by consolidating information from multiple systems into a single platform, enabling more efficient decision-making and operational performance. Reduces reliance on multiple software systems, resulting in cost savings and increased efficiency.
7. Cost to Port St. Lucie (Annual and Potential): The annual cost is $99,998.95, for a total cost of $299,996.85 over the three (3) year term.

Staff Recommendation: Move that the Council approve an increase in spending under Contract #20220011 for Cloud Solutions (NASPO ValuePoint) to accommodate the purchase of Peregrine software.

Background: The Police Department is seeking to implement the Peregrine data integration and analytics platform to improve data accessibility, reporting, and operational decision-making. Peregrine brings together data from multiple systems into a single platform and transforms it into actionable insights, supporting the Department’s transition to a modernized, data-driven policing model.
Currently, analysts spend significant time manually collecting and reviewing data from multiple sources. Peregrine automates this process, allowing staff to focus on higher-value analysis. The platform enables the development of real-time dashboards to track problem locations, officer activity, and key performance indicators, providing a clear and immediate view of operational effectiveness and allowing for timely adjustments when needed. The system’s flexibility allows dashboards to be tailored to different users, from analysts to command staff to officers, supporting department-wide adoption and real-time access to information. By consolidating multiple tools into a single platform, Peregrine reduces the need for separate software systems, resulting in improved efficiency and cost savings.
The City will procure this software through the NASPO ValuePoint cooperative contract for cloud solutions, which was previously approved by City Council and has been utilized for other technology purchases. Under this contract structure, Carahsoft Technology Corp. serves as the authorized reseller and contracting party, while Peregrine Technologies, Inc. provides the software platform. Utilizing this existing cooperative contract allows the City to leverage competitively awarded pricing and standardized terms without conducting a separate solicitation. This approval would expand the use of the contract to include the Peregrine platform, supporting the Police Department’s transition to a more efficient, data-driven operational model.
Council initially approved Contract #20220011 with Carahsoft Technology Corp. on November 27, 2023. However, the request at that time estimated annual spending under the Contract at $105,000.00.
Per City Code Ordinances, Section 35.09(b):
“For any existing contracts previously approved by City Council, the City Manager, or his or her designee(s), shall have the discretion, power, and authority to approve increases (1) up to 25% of the original contract price or (2) $99,999.99, whichever is less, for non-construction contracts, and (1) up to 25% of the original contract price or (2) $199,999.99, whichever is less, for construction contracts. The aggregate total of any increases of a contract must stay within the thresholds of this subsection.”
The proposed increase exceeds the City Manager’s thresholds outlined in Section 35.09(b), and therefore requires Council approval per Section 35.09(c): “Any charges in excess of the aforementioned amounts may be made only when authorized by the City Council.”
Issues/Analysis: Carahsoft Technology Corp. is an approved vendor through the NASPO ValuePoint cooperative purchasing process for Cloud Solutions. The City of Port St. Lucie utilizes cooperative purchasing to take advantage of established competitively bid contracts for goods and services, streamlining the procurement process. Staff has reviewed the NASPO ValuePoint Cooperative Contract and finds it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
