Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie and AWC, Inc.

3.                     Purpose: These panels are designed to transmit performance data remotely from existing lift stations that have been operational for many years to personnel responsible for monitoring these facilities.

4.                     New/Renewal/Modified: New.

5.                     Duration: One year with four (4) additional one (1) year renewal periods.

6.                     Benefits to Port St. Lucie: Ensure a continuous supply of panels as needed and enable staff to proactively address issues at the aging sewer lift stations.

7.                     Cost to Port St. Lucie (Annual and Potential): Cost not to exceed $200,000.00.

Staff Recommendation: Move that the Council approve the Sole Source supply, per City Code of Ordinances, Section 35.08(a)(25)(a)(1) & (6) (where the compatibility of equipment, accessories, or replacement parts is of paramount consideration; there are no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacturer or distributor), for under Contract #20240144 for the Supply of Mission Panels for Lift Station Communications with AWC, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Sole Source Contract #20240144 for the supply of Mission Panels for Lift Station Communications.

2.                     Move that the Council not approve Sole Source Contract #20240144 and provide staff with direction.

 

Background: The Utility Systems Department (“USD”) maintains more than 300 lift stations. While most have monitoring capabilities, some original General Development Corporation (GDC) era stations lack this capability. Consequently, staff must rely on routine maintenance visits or public reports to address issues which could result in a coverage gap. The approval of the Sole Source Contract will close the gap by upgrading the older stations with remote monitoring provided by Mission Panels.

 

Issues/Analysis: Staff has conducted a cost comparison of upgrading these stations through existing systems, which could exceed $100,000.00 per station. Acquiring these panels would enable the USD to cover additional lift stations sooner. Staff is seeking approval to purchase these panels to facilitate remote monitoring.

                     

Financial Information: Funds are appropriated in the Utility Renewal & Replacement Fund / Lift Stations / Improvements O/T Building (#438-3380-563000-00000).
