Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Autumn Bryan, Procurement Contracting Officer I, PMD.

2.                     Parties: City of Port St. Lucie and In Depth Inc.

3.                     Purpose: To piggyback the Bay County Contract #25-40 for diving services related to the inspections, cleanings, and routine maintenance of ground storage tanks and submersible canal pumps.

4.                     New/Renewal/Modified: New.

5.                     Duration: This contract will be effective upon execution through September 30, 2026, with the option to renew for three (3) additional one (1) year periods.

6.                     Benefits to Port St. Lucie: This contract for diving services is essential to maintain compliance with Florida Department of Environmental Protection regulations related to ground storage tank inspections and repairs.

7.                     Cost to Port St. Lucie (Annual and Potential): The annual estimated expenditure for FY 2025-2026 for this service is $100,000.00.  Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9), to Piggyback Bay County Contract #25-40 for Diving & Cleaning Services with In Depth Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and the Piggyback of Bay County Contract #25-40 for Diving & Cleaning Services with In Depth Inc.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The Utility Systems Department (“USD”) maintains multiple ground storage tanks and submersible canal pumps that are critical for operations. The ground storage tanks require regular inspection, cleaning, and maintenance to ensure they meet regulatory compliance, maintain water quality, and extend the service life of the infrastructure. Due to the confined and submerged nature of the work, these services require specialized diving contractors certified to perform underwater inspections and maintenance under applicable safety and industry standards.

 

Issues/Analysis: Staff has reviewed Bay County’s Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the FY 2025-2026 budget for 431-3310-546300, 431-3312-546300, 431-3512-546300, 431-3513-546300, 431-3313-546300, 431-3314-546300, 438-3310-563000, 438-3312-563000, 438-3512-563000, 438-3513-563000, 438-3313-563000.
