Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Contracting Officer I, PMD.

2.                     Parties: City of Port St. Lucie and Hinterland Group, Inc.

3.                     Purpose: To rehabilitate failing pipes throughout the City.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The initial term began on October 1, 2022 through September 30, 2023 with an option to review for two (2) additional one-year periods ending on September 30, 2025.

6.                     Benefits to Port St. Lucie: To extend the life of the aging pipes by 50 years or more.

7.                     Cost to Port St. Lucie (Annual and Potential): Increase funding from $250,000.00 to $1,000,000.00.  Future expenditures for projects will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council increase funding from $250,000.00 per year to $1,000,000.00 per year for Contract #20230002 for Stormwater Collection System Rehabilitation with Hinterland Group, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve to increase funding for Contract #20230002.

2.                     Move that the Council not approve increasing funds for Contract #20230002 and provide staff with direction.

 

Background: As the City has been aging, the underground infrastructure has been breaking down.  With more and more people moving into the City along with the expansion of more homes and commercial developments being built, this causes a considerable amount of wear and tear on the storm drainage system. With that type of a breakdown the standard open trench replacement method, the City will need to close down roads and reroute traffic to remove and replace the failed pipes. By using a company that uses a technique to repair the failing pipes in place, the day-to-day impact on the residents of the City will be mitigated via the need to close roads being kept to a minimum.  The repairing of these pipes in place will extend the life of these pipes with a similar service life as a brand new pipe.  Thus, saving time and money as the City will not have to repair the roadway surface which would be an additional expense.

 

Issues/Analysis: Staff has identified more sites that require this type of repair.  Staff recommends increasing the funding for this fiscal year and future years.

                     

Financial Information: Funds are appropriated in FY 2022/2023 budget for Stormwater / Street & Drainage / Culvert Replacement (#401-4126-534101-00000).

 

Special Consideration: N/A.
