FY 2021-2022 Community Development Block Grant (CDBG) Project Discussion

Executive Summary (General Business): The CDBG program provides federal funds for projects and programs that help improve the physical, economic, and social conditions of our community. Eligible projects must benefit low to moderate-income persons, address urgent needs or slum and blight. Staff is presenting eligible projects to the City Council to consider for funding.
Presentation Information: Various department representatives will be available to discuss their proposed projects and priorities for CDBG funding should the Council wish to have a discussion before voting on the recommended list.
Staff Recommendation: Request that the Council review eligible projects for inclusion in the 2021-2022 CDBG Action Plan. The Action Plan will come back to Council for final approval prior to submittal to HUD so staff has time to make changes to the list at the direction of Council. Any projects not selected will be left on the list and considered alternate projects (also shown on the attached Exhibit A) and funded if additional funding becomes available or if the primary projects finish under budget.
Background: The City is required by the Department of Housing and Urban Development (HUD) to prepare an annual action plan report detailing our CDBG and housing activities for the coming year. The Action Plan report provides a concise summary of the actions, activities, and specific federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.
Issues/Analysis: Once these projects are approved, staff will prepare the CDBG Action Plan and make it available for public review and comment. All comments received during the public comment period will be summarized, answered, and forwarded to HUD in Jacksonville, Florida, with the Action Plan.
Financial Information: The City of Port St Lucie has not received its CDBG allocation for FY 2021-2022. Staff estimates funding allocation to equal the current fiscal year ($1,093,500). Of the 2021-2022 CDBG allocation, twenty percent (20%) will be allocated for administration and eighty percent (80%) for project funding.
Special Consideration: This topic is a continuation of what was to be presented for discussion at the Winter Retreat; however, the topic was postponed due to a full agenda. Therefore, staff is recommending that the City move forward with the recommended projects for funding.
Location of Project: There are 15 Low-Moderate Income Block Groups located within the City. Projects must be located in one of these Census tracts to be eligible for funding. Actual project locations coincide with City Council Strategic Plan priorities and are subject to City Council approval.
