Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Contracting Officer II, PMD.

2.                     Parties: City of Port St. Lucie,  and WGI, Inc.

3.                     Purpose: To have the projected area cleaned along the existing slough banks, create a stormwater treatment area (STA), and replace a downstream weir.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Contract term shall be for two hundred forty (240) calendar days with no renewal options.

6.                     Benefits to Port St. Lucie: The project will provide added stormwater quality treatment to benefit the St. Lucie River and adjacent communities and to help meet the goals of the St. Lucie River and Estuary Basin Management Action Plan (BMAP).  The project will also provide an updated stormwater control structure with a Supervisory Control and Data Acquisition (SCADA) system that will be tied in with the overall City system which will enable real time rainfall and water stage information to be utilized to control the automated gates and reduce flooding impacts.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated expenditure for FY 2023/2024 is $225,653.00.

Staff Recommendation: Move that the Council award Contract #20230061 for Design & Permitting for Hogpen Slough Stormwater Treatment Area with WGI, Inc.

 

Alternate Recommendations:

1.                     Move that the Council not approve Contract #20230061 and provide staff with direction.

 

Background: The “Microbial Source Tracking of Bacterial Pollution in the North Fork of the St Lucie River Report” by Harbor Branch Oceanographic Institute at Florida Atlantic University dated April 20, 2018, identified the Hogpen Slough as an area with high amounts of bacterial pollutants and seasonally high concentrations of nutrients in the surface waters.  The City’s “Stormwater Master Plan” finalized in February of 2021 references this report and in conjunction with the report identifies the Hogpen Slough STA as a high priority stormwater management and water quality project to help alleviate these water quality issues within the basin.

 

In addition to the proposed STA, the downstream HPS-60 control structure adjacent to U.S. 1 will be replaced and will be equipped with an updated SCADA system.  The updated control structure will be configured to provide additional water quality volume treatment and will also allow for real-time flood control utilizing the new SCADA system which will be integrated with the city-wide system.

 

Resolution 22-R41 dated March 28, 2022, authorized entrance into an interlocal agreement between the City and St. Lucie County for the purpose of the design of the Hogpen Slough STA.  The County agrees to reimburse the City for the cost of the design up to $150,000 with the remaining amount to be contributed by the City.

 

An RFP for qualifications was issued in accordance with Section 287.055, Florida Statues, identified as the Consultants’ Competitive Negotiation Act (CCNA) on July 24, 2023, to 1,149 potential suppliers.  There were four (4) proposals received on August 30, 2023.  All proposals were deemed responsive.  PMD held the first evaluation meeting on September 14, 2023, to review and discuss the proposals and individual scores to determine the short list.  The Evaluation Committee selected and voted on the top three (3) for the short list.  These firms were invited to the second evaluation meeting held on October 4, 2023, to make presentations and to answer more detailed questions regarding the project.  The Evaluation Committee reviewed their scores and adjusted accordingly.  The final scores were announced as follows:

 

                     #1 Ranked Firm:  WGI, Inc. - 2,665

                     #2 Ranked Firm:  Johnson, Mirmiran and Thompson, Inc. - 2,652

                     #3 Ranked Firm:  CAPTEC Engineering, Inc. - 2,610

 

PMD began negotiations with the top ranked firm, WGI, Inc.  An agreement was made to accept the proposal for $225,633.00.

 

Issues/Analysis: Staff has reviewed the proposal and finds the fees to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the current FY 2023-2024 and will be appropriated for the Stormwater Fund / Street & Drainage / Professional Services / Hogpen Slough STA (#401-4014125-531000-Hogpen Slough STA).
