Executive Summary (General Business): Proposed changes to the City of Port St. Lucie Youth Council bylaws, amending Keep Port St. Lucie Beautiful bylaws and structure, and other housekeeping items would be presented to Council, via resolution, at the next possible City Council meeting.
Presentation Information: Brief presentation by staff for Port St. Lucie Youth Council; staff available to answer questions for other included changes.
Staff Recommendation: Move that the Council support staff’s recommended changes to the City of Port St. Lucie Youth Council bylaws and structure, amendment of Keep Port St. Lucie Beautiful bylaws and structure, and housekeeping changes to the City’s Boards and Committees rules and procedures and bring forth a formal resolution reflecting the same at the August 26, 2024 City Council meeting.
Alternate Recommendations:
1. Move that the Council amend the recommendation and support staff to move forward with presenting an official resolution, with amendments, to Council at the August 26, 2024, City Council meeting.
2. Move that the Council not support the changes and provide staff with direction.
Background: The City of Port St. Lucie Youth Council concluded their first term this past May and opened applications to the City’s youth. The Youth Council received an astonishing forty-seven (47) applications from well qualified and impressive youth in the community. To become more inclusive and provide more opportunities for the City’s youth, staff recommend that the previous limit of seven (7) members be expanded to allow for any number of members on the Youth Council but include a core Governing Board that oversees the delegation. The members of the Youth Council shall create committees which shall be approved by the governing board. Those committees will help create more opportunities for teens and help the Youth Council obtain more data on the wants and needs of the City’s youth.
Since all of the City’s Boards and Committees fall under one master resolution and with the aim of avoiding duplication of work (i.e. repealing/replacing the master resolution more than once), staff is also planning on bringing forth bylaws to the newly active Keep Port St. Lucie Beautiful, as well as changes to the role of alternate members, a new staggered board member schedule, minor clarifying changes to specific board and committee bylaws, and addition of a provision for the removal or swapping of board members who are also representatives of another agency/organization.
Issues/Analysis: In preparation for the upcoming school year, staff is seeking Council approval of proposed Youth Council bylaws and structure so that staff can provide parents and students with an update of the upcoming change to the Youth Council structure as soon as possible.
