Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, Procurement Contracting Officer II, PMD.

2.                     Parties: City of Port St. Lucie and Placer Labs Inc. (“Placer”).

3.                     Purpose: To renew the Contract with Placer, whose online platform provides critical analytical data (i.e. attendance, demographics, travel routes, etc.) via cellular telematics.

4.                     New/Renewal/Modified: Renewal.

5.                     Duration: The initial term of the Contract was from June 12, 2024, through June 11, 2025.  Amendment #1 renewed the Contract for an additional year from June 12, 2025, through June 11, 2026.  Amendment #2 requests to extend the Contract for another year from June 12, 2026, through June 11, 2027.

6.                     Benefits to Port St. Lucie: The City has extensively used Placer’s Venue Analytics platform, Placer.ai, in the first two Contract years. Information from the platform has been critical for multiple City departments in their data-driven decision making and planning processes.

7.                     Cost to Port St. Lucie (Annual and Potential): The cost for the renewal term is $82,688.00, which is represents a 5% increase per the terms of the Contract.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20240079 for Venue Analytics Platform with Placer Labs Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20240079.

2.                     Move that the Council not approve Amendment #2 to Contract #20240079 and provide staff with direction.

 

Background: Placer.ai is used by multiple City departments/divisions (Parks & Recreation, the City Manager’s Office, Business Development, Special Events, MIDFLORIDA Event Center, and Saints Golf Course). In the case of the Parks & Recreation Department, attendance information to programs and events relied heavily on visual estimations via trained Department staff and by the Police Department. In an attempt to increase the reliability of these numbers, and to gain additional data (i.e. demographics, travel routes, etc.), the City researched and procured a solution with Placer.ai.

 

Issues/Analysis: More than six City Departments/Divisions have heavily utilized the Placer.ai platform in the first two years of the Contract, and the data attained has been critical in ongoing data-driven decision making and strategic planning.
