6. Benefits to Port St. Lucie: The project will improve parking lot safety, drainage, accessibility, and functionality while extending the useful life of the facility and reducing future maintenance needs.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $399,984.75. The project is partially funded through a Florida Inland Navigation District (FIND) Waterways Assistance Grant.

Staff Recommendation: Move that the Council award Contract #20260249 with GRSC, Inc. for the Veterans Park Boat Ramp Milling & Resurfacing Project.

Background: Veterans Park at Rivergate Boat Ramp provides direct access to the North Fork of the St. Lucie River and serves as a regional launch site for boating and recreational use. The existing asphalt parking lot dates to approximately 1983 and has reached the end of its useful service life due to significant pavement deterioration, aging drainage infrastructure, and tree-root intrusion.
The project will replace the deteriorated asphalt parking lot and address existing drainage deficiencies that prevent stormwater from flowing properly through the site. Work will also include site grading, drainage improvements, ADA transition areas, pedestrian walking path improvements, and related improvements to enhance accessibility, safety, and overall functionality of the parking area.
The project is partially funded through a Florida Inland Navigation District Waterways Assistance Grant in the amount of $180,000.00 and is included in the FY2026 Capital Improvement Program with an available budget of $500,000.00.
An E-Bid was issued on June 25, 2026, to 1,627 potential suppliers. There were 15 bids received on July 30, 2026. Procurement reviewed the bids for responsiveness, and GRSC, Inc. was determined to be the lowest responsive, responsible bidder.
Issues/Analysis: Issues/Analysis: Staff reviewed the bids and recommends award to GRSC, Inc. as the lowest responsive, responsible bidder. GRSC, Inc.’s total bid amount is $399,984.75, which includes a base bid amount of $363,622.50 and a 10% contingency. The award is within the project budget and will allow the City to proceed with the required milling, resurfacing, drainage, striping, and related site improvements.
Financial Information: Funds are appropriated in 22PR001P-PROMENADE-Rivergate-Construct: Rivergate Parking Construction, account #301-7210-563000. The project is partially funded through a Florida Inland Navigation District Waterways Assistance Grant.
