5.                     Duration: The initial term began on November 15, 2021 and will terminate on December 09, 2022.  An additional 10 days is necessary for the additional work.  The new end date will be December 19, 2022.

6.                     Benefits to Port St. Lucie: To aid in better functionality of existing water control structures.

7.                     Cost to Port St. Lucie (Annual and Potential): This amendment is to add additional services in the amount of $106,047.74.  Therefore, the total estimated expenditure is $1,737,001.32.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20210053R for the Rehabilitation / Repair of Water Control Structures #A-22, A-24 & one (1) BSL-2 Twin Culverts at the A-2 Pond with Custom Built Marine Construction, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20210053R.

2.                     Move that the Council not approve Amendment #2 to Contract #20210053R and provide staff with direction.

 

Background: The A-22, A-24 and BSL structures are a critical component of the stormwater system as they are located at the outfall with direct discharge into the North Fork of the St. Lucie River.  These facilities play a vital role to ensure public safety and improve water quality.

 

Issues/Analysis: During the design phase of this project, it was noted that the A-22 structure had electrical service to the structure.  Unlike the A-24 control structure, it was recently discovered that the power to the A-22 was only 120 volts which is insufficient for the proposed upgrades.  Recently, representatives from the Contractor, the City and CAPTEC conducted extensive research trying to track down the source of the power for A-22.  It was discovered that the existing 120-volt service was coming from a meter located at a Tesoro irrigation building approximately 800 feet south of the project.  Once discovered, the Contractor’s electrician determined the electrical service was on 120 volts which would be inadequate for the proposed improvements.  FPL was contacted to determine alternatives for providing 240-volt power to the A-22 structure.

 

FPL located a pole just north of A-22 on Southbend Blvd. and will coordinate directly with the City for the cost of a new service drop.  This amendment covers the cost to furnish and install the service from the pull box at the base of the pole to the electrical panel at A-22.  The work entails a directional bore under the waterway, conduit, conductor, pull boxes, meter can pedestal, circuit panel, circuit breakers, and a manual transfer switch.

 

The Contractor has provided a breakdown of costs for the additional work of approximately $16,600.00 in materials, $8,600.00 in labor for the electrician, $8,200.00 for a subcontractor to install the directional bore, and $9,300.00 for site supervision, and markups for a total cost for the electrical service of $42,681.37.

 

This amendment also provides for an over run in the cofferdam pay item of 60 linear feet at a unit cost of $280.00 per linear feet.  This over run is due to an error in the original plan quantity take-off for the A-24 and Twin Culvert Bid Item.  The additional 60 LF of sheet pile was required to effectively close off the two structures to dewater and construct the improvements.  The over run in the square footage of the new sheet piles for A-22 is due to the original quantity being incorrectly determined.  Area is based on top of sheeting elevation less the tip elevation times the length of sheeting.  The actual quantity of Sheet Pile is 3002.9 SF.  This results in an over run of 592.9 SF @ $77.00/SF, plus the $913.07 for additional bonding cost.  The total increase cost for this over run is $46,566.37.

 

The breakdown are as follows:

 

240-volt, Single Phase Electrical Service for A-22 - to compensate the contractor for the cost of furnishing and installing a 240-volt, single phase electrical service from a pole on Southbend Blvd to the electrical panel at A-22 is $42,681.37.

 

Coffer Dam at Twin Culverts & A-24 - increased the quantity to account for the total linear feet of coffer dam required and approved to successfully dewater the Twin Culverts and the A24 Control Structure.  60 linear feet of sheeting is required at $280 / LF is $16,800.00.

 

Sheet Pile Weir - The plan Quantity for this item was incorrect.  The actual quantity for Sheet Piling based on top of sheeting elevation, top of sheeting elevation and length of weir was actually 3,002.9 SF.  This resulted in an overrun of 592.9 SF of sheeting which is required at $77.00 / SF, plus the additional bonding cost is $46,566.37.

 

Financial Information: Funds are appropriated in the adopted FY 2021/2022 budget for the Stormwater Fund for Stormwater / Street & Drainage / Other Contractual Services (#401-4216-534000-00000).
