3. Purpose: To amend Contract #20220040 to add a shut-off valve to the newly installed 36-inch force main where a valve did not exist.
4. New/Renewal/Modified: Modified.
5. Duration: The revised Contract end date will be August 1, 2023, an addition of 25 days.
6. Benefits to Port St. Lucie: The addition of a shut-off valve provides flexibility when deciding on the direction of flows throughout the City’s wastewater collection system, increasing City access and capacity to the system.
7. Cost to Port St. Lucie (Annual and Potential): An additional $153,719.57 for a new Contract amount of $5,612,657.87.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20220040 for the Glades to Tradition Reuse Water Main Construction Project with Felix Associates of Florida, Inc.

1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20220040.
2. Move that the Council not approve Amendment #2 to Contract #20220040 and provide staff with direction.
Background: Felix Associates of Florida, Inc. was awarded Contract #20220040 for the installation of 12,200 Linear Foot (“LF”) of 24-inch Reuse Water Main as part of the City’s efforts to provide reclaimed water to certain newly developed areas of the City. The installed main provides points of connection in the Tradition Area for reuse water which originates from the Glades Wastewater Treatment Facility. As part of the contract, the Contractor was required to install 660 LF of 36-inch Force Main to add capacity to the system in the rapidly growing areas of the City. Adding the shut off valve will provide the City with flexibility when deciding on the direction of flows throughout the wastewater collection system.
Issues/Analysis: The additional scope of work allows the City to save on future expenditures based on the upcoming development in this area. Performing this work in anticipation of new roads, traffic circles and sidewalks will help avoid the cost of damaging and subsequently repairing vehicular and pedestrian facilities.
Staff reviewed the proposal and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in the Utility CIP Fund / Preventative Maintenance / Improvements O/T Building (#448-3516-563000-21USD007P).
