Executive Summary (General Business): Approval of the Collective Bargaining Agreement (“CBA”) between the City of Port St. Lucie (“City”) and the International Union of Police Associations (“IUPA”) Local 6017, representing the Sergeants bargaining unit, effective November 25, 2021 through September 30, 2024.  This is a three-year agreement with no retroactivity and no reopener.

 

Presentation Information: Staff is available to provide a brief presentation and to answer any questions the Council may have.

 

Staff Recommendation: Move that the Council approve the Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Agreement.

2.                     Move that the Council provide staff direction.

 

Background: The IUPA Sergeants bargaining unit represents 39 Sergeants. The current contract expired on September 30, 2021 and remains status quo until a successor agreement has been negotiated.  Bargaining commenced on May 20, 2021, with the parties having met for eight (8) negotiation sessions. The Agreement presented was ratified by the membership on November 10, 2021. The Agreement is effective as of November 25, 2021, without retroactivity, and the economic package remains within the parameters authorized by City Council

 

Issues/Analysis: The proposed Agreement, in legislative format, is attached along with a summary of changes made, listed by Article.

                     

Financial Information: This is a three (3) year Agreement commencing November 25, 2021 through September 30, 2024. The cost of the economic package remains within the parameters granted by the City Council.  There is no retroactivity.

 

Special Consideration: This Agreement becomes effective as of November 25, 2021 and there is no retroactivity.
