Executive Summary (General Business): On March 21, 2022, the City Council authorized the City Manager pursuant to Section 4.06 (Emergency Purchases) of the City’s Purchasing Policy and Procedure Manual, to secure the emergency purchase of new solid waste franchise agreements that can be mobilized by September 2022. This agenda item is for the purchase of standardized waste and recycling carts that will be required for future automated residential collection service.
Presentation Information: Carmen Capezzuto, Neighborhood Services Director and staff will provide an overview of the recommended purchase.
Staff Recommendation: Move that the Council waive the bidding per Chapter 35.04(c), good cause shown, and approve participating in the City of Fort Lauderdale ITB 12492-813 for Refuse and Recycling Carts, Semi-Automatic with Schafer Systems International, Inc. and authorize staff to purchase waste and recycling carts from the vendor that provides the best value to the City as per staff’s recommendation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and authorize staff to purchase waste and recycling carts from one of the top three vendors who supplied a quote.
2. Move that the Council reject all quotes and provide staff direction.
Background: The City’s Solid Waste Task Force recommended that the City, in its next solid waste contract, provide garbage service once per week with automated garbage trucks. The City is moving in that direction with the transition to automated service starting in September. The automated garbage trucks require standardized waste and recycling carts.
Issues/Analysis: Staff is recommending purchasing the carts now to help meet the September 2022 transition to once per week automated collection service. The garbage carts will be black with an embedded City logo on the side and a black lid with operating instructions on the top. While the 96-gallon cart size will be the primary garbage cart issued to residents, staff is recommending ordering 64-gallon carts for HOAs upon request and a very limited number of 35-gallon carts for elderly/disabled residents.
Financial Information: Staff contacted (6) six national manufacturers of solid waste and recycling containers to obtain any cooperative agreements and received (4) four written quotations. Of the (4) quotes received; the City of Fort Lauderdale ITB 12492-813 awarded to Schafer Systems International, Inc. was the low bidder overall at a total price of $4,870,670 which is $507,093.20 lower than the nearest quote. The recommended quote includes the manufacturing of the carts, transportation expense, assembly and delivery to all residential curbside customers in the City. This is an unbudgeted investment that will be paid from account #620-3400-5644-00000. The cost of each cart will be paid back through the solid waste assessment over the life expectancy (and warranty period) of the carts which is 10 years. Staff reviewed the City of Fort Lauderdale’s contract and finds that Schafer Systems International, Inc. provides the best value to the City, meets the needs of the City and meets all the requirements for the City’s procurement ordinance.
Special Consideration: The purchase includes an additional/estimated 90-days of carts that will provide the City and its contractor(s) sufficient time to transfer the responsibility for the purchasing of new carts and the maintenance of existing carts to the new contractors. This recommendation includes not only the purchase of garbage carts but also additional recycling carts that are needed to keep pace with the City’s growth.
Location of Project: Citywide to all residential solid waste customers.
