3. Purpose: Provide additional services for the construction, engineering, inspection, and testing related to the bridge work under Port St. Lucie Blvd.

5. Duration: An additional 489 days for a new end date of July 31, 2024.
6. Benefits to Port St. Lucie: Provide for the completion of the Riverwalk Boardwalk project.
7. Cost to Port St. Lucie (Annual and Potential): An additional $106,489.00 for a new Contract amount of $1,171,456.00.

Staff Recommendation: Move that the Council approve Amendment #9 to Contract #20160056 with Culpepper & Terpening, Inc., for the Riverwalk Boardwalk construction project.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #9 to Contract #20160056.
2. Move that the Council not approve Amendment #9 to Contract #20160056 and provide staff with direction.
Background: In 2016, Council approved the Contract with Culpepper & Terpening, Inc., for the engineering, design and permitting for park improvements to the 9.75-acre Westmoreland middle tract, 13-acre Westmoreland conservation tract, and the southern extension of the Riverwalk Boardwalk from the Westmoreland middle tract to Bridge Plaza tract. Contract Amendment #9 provides for additional services that will include providing the City with adjustments during construction activities related to the playground and restaurant areas. The additional work will also provide CEI services during the estimated construction period of sixteen (16) weeks and two (2) weeks for project close-out. This work will include construction testing for Phase 2.
Issues/Analysis: Staff has reviewed the proposal for additional services and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in General Fund CIP / Parks & Recreation / Improvements O/T Building / Westmoreland Park (#301-7210-563000-Y1612).
