Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Johnson, Mirmiran & Thompson, Inc. (JMT)

3.                     Purpose: To increase the funding and time to the CEI and GEO contract to align said contract with the anticipated total contract time for the construction.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: An additional 100 calendar days for a proposed new end date of December 9, 2024.

6.                     Benefits to Port St. Lucie: The Port St. Lucie Blvd. Segment 3 Project will provide additional intersection capacity, assessable multi-use pathways, pedestrian lighting, underground drainage and upgraded water and sewer facilities.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $442,564.50 for a new Contract amount of $1,102,220.50

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20230117 for the CEI Services for the Port St. Lucie Blvd. Segment 3 Reconstruction Project with Johnson, Mirmiran & Thompson, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20230117.

2.                     Move that the Council not approve Amendment #2 to Contract #20230117 and provide staff with direction.

 

Background: On September 12, 2023, the City executed a contract with Johnson, Mirmiran & Thompson, Inc. for the Construction Engineering & Inspection (CEI) services for the Port St. Lucie Blvd. Segment 3 Reconstruction Project. This contract commenced on September 12, 2023, and originally terminated 200 calendar days thereafter on March 30, 2024. The original contract amount was $659,656.00. Amendment #1 was executed on March 5, 2024, which extended the contract term through August 31, 2024. A conservative estimate has the project’s construction being completed on October 5, 2024, and the CEI services completed 55 days later, on December 9, 2024, for a total of 100 additional calendar days. Based on this information, additional funding in the amount of $442,564.50 is required to complete the construction and the project close-out by December 9, 2024.

 

Issues/Analysis: Staff has reviewed the proposal and recommends that Council approve the additional time and funding to complete this very important project.

                     

Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Traffic Co. / Improvement O/T Building / SW PSL Blvd Reconstruction (#304-4121-563000-Y1717).
