3. Purpose: To amend Contract #20220096 to add design for a three-story building, design the interior build out for the second (2nd) and third (3rd) floors, and procurement of the Action Target shooting range system.

5. Duration: Contract duration is increased by thirty (30) days for a new Substantial Completion date of 09/02/2024.
6. Benefits to Port St. Lucie: Provides a dedicated facility that can be tailored to meet specific departmental needs, ensuring that training aligns with the challenges officers may face in the community.
7. Cost to Port St. Lucie (Annual and Potential): Original cost for design of a two-story building with an empty second (2nd) floor shell space was $2,102,945.00. Design of a three-story building in lieu of a two-story building and design of the second (2nd) and third (3rd) floor interior build out is an additional $577,366.00. Early procurement of the Action Target indoor shooting range is an additional $2,866,400.00 for a new contract amount of $5,546,711.00.

Staff Recommendation: Move that the Council approve Change Order #1 for the design of a three-story building, design of the second (2nd) and third (3rd) floor interior build out, and for the early procurement of the Action Target indoor shooting range.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Change Order #1.
2. Move that the Council not approve Change Order #1 and provide staff with direction.
Background: In order to keep pace with the City’s growth, the Port St. Lucie Police Department (PSLPD) is in need of a Training Facility. Of the fifteen (15) most populated cities in Florida, PSLPD is the only agency without a training facility or a shooting range. Currently, any in-house training provided to sworn personnel is limited by space or has to be done in Fort Pierce at the Indian River State College (IRSC) Treasure Coast Public Safety Training Complex through advanced scheduling for firearms qualification. The Training Facility program includes a 20-lane shooting range, sixty (60) person auditorium style multipurpose room, additional multipurpose spaces, and space to allow for future growth.
Issues/Analysis: The rate at which the City is growing has created the need to add a third (3rd) floor to the building and design the interior of the second (2nd) and third (3rd) floors to be built out for immediate occupancy. As a critical path item, the early procurement of the Action Target indoor shooting range will ensure that the system is manufactured and delivered for installation without affecting the construction project schedule. Action Target will also provide consultation and recommendations for optimal range design.
Financial Information: The funds are appropriated in the General CIP Fund (301-2105-562000-00000).
Special Consideration: At the completion of the planning, design, bidding and permitting services phase, the Contractor will prepare a Guaranteed Maximum Price (GMP) and project schedule which will be placed on a future Council agenda for approval prior to commencing the construction phase of the project. In addition, future early procurement packages may also be brought to Council for approval as the construction schedule and supply chain conditions warrant.
