2. Parties: City of Port St. Lucie and RLA Conservation, LLC.
3. Purpose: To conserve and restore City-owned public art installations.
4. New/Renewal/Modified: New.
5. Duration: Two (2) years, with one (1) additional one-year option to renew.
6. Benefits to Port St. Lucie: Conserving the City’s public art installations will maintain them in good condition, prevent further deterioration, and address potential public health and safety issues.
7. Cost to Port St. Lucie (Annual and Potential): Budgeted expenditure for Year 1 is estimated at $200,000, future expenditures will be appropriated in each year’s budget.

Background: In late 2022, the City of Port St. Lucie contracted EverGreene Architectural Arts, Inc., a conservation company, to identify maintenance needs for its public art collection. The Port St. Lucie Public Art Collection Assessment Report, completed by EverGreene in December 2022, identified artworks in the collection with “Medium” and “High” priority maintenance status. If approved by City Council, RLA Conservation, LLC under Contract #20240059 will be responsible for identifying, planning, and executing conservation treatments required for the artworks identified by EverGreene. Advancing the treatment of the artwork prevents further deterioration of the pieces and resolves maintenance issues that could potentially impact public health and safety.
An E-RFP for qualifications was issued on May 1, 2024. There were three (3) proposals received on June 5, 2024. All proposals were deemed responsive. PMD held an evaluation meeting on June 25, 2024, to review and discuss the proposal and individual scores to determine the top ranked firm. The Evaluation Committee selected and voted on the top firm. The final scores were announced as follows:
#1 Ranked Firm: RLA Conservation, LLC. - 98.92
#2 Ranked Firm: EverGreene Architectural Arts, Inc. - 87.07
#3 Ranked Firm: Davis Restoration - 66.80
A recommendation was made to accept the RLA Conservation, LLC. proposal.
Issues/Analysis: Staff has reviewed the final proposal and finds the fees to be fair, reasonable, and within budget.
Financial Information: Funds are appropriated in the General Fund / Comprehensive Planning / Other Contractual Services / Art in Public Places (#001-1500-534000-Y1326).
