Background: The current contract between the City of Port St. Lucie and the on-site Clinic medical provider, PSL Medical Provider, Inc. a/k/a Treasure Coast Medical Associates, Inc. (TCMAi), is in effect for the period of October 1, 2019 through September 30, 2024. The existing Contract provides that “all costs shall remain in effect for the entire term of the contract.” This is inclusive of the compensation for the Clinic staff. Prior to the commencement of the current contract, the last increase Clinic staff received was four percent (4%) in August 2019, currently all clinic staff salaries are paid monthly through the pass-through cost. No increases were provided in 2020 or 2021.
Additionally, the Clinic provider has seen significant turnover in their various Urgent Care Clinics due to the fluctuating market and increased salaries offered in the surrounding areas, both public and private sector and is experiencing the same at the City Employee & Family Clinic.
Issues/Analysis: In order to remain competitive in the market and recruit qualified candidates, and in light of the turnover experienced by the Clinic provider, a review of the compensation package for the Clinic staff was warranted. As such, Human Resources undertook a salary study of both public and private sector positions within the surrounding area and found that the current wages were below market. Salary increases, to be effective immediately, to bring the Clinic Staff up to market is proposed. Additionally, it is recommended that the Clinic Staff receive budgeted increases annually, on a prospective basis, that comport with the increases provided to the non-bargaining unit employees of the City.
Financial Information: The 605 Fund is able to support the proposed increase of $69,733.40 annually plus any prospective authorized increases.
Special Consideration: The current Contract provides for no salary increases during the term of the contract; a period of five (5) years. The last wage increase that Clinic Staff received was four percent (4%) in August 2019. The existing wages are below market and pose a risk of losing existing staff and being faced with the inability to recruit qualified staff at the City Employee & Family Clinic.
