3.                     Purpose: To improve emergency response times by enabling the clearance of traffic for first responders.

5.                     Duration: The initial term is from the date of execution through June 5, 2026.

6.                     Benefits to Port St. Lucie: Improved emergency response times, increased public and responder safety, and more efficient traffic flow.

7.                     Cost to Port St. Lucie (Annual and Potential): The total cost is $535,848.00, which includes the installation of 83 preemption systems and a 10-year data plan.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)(b) (piggyback exception to formal bidding), to Piggyback FDOT’s DOT-ITB-24-9098-SJ and resulting FDOT Contract #CR946 with Temple, Inc. for FDOT Approved Products List (APL) Traffic Equipment.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Piggybacking FDOT’s DOT-ITB-24-9098-SJ and resulting FDOT Contract #CR946 with Temple, Inc.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: Emergency vehicle preemption systems are used to improve response times and safety by temporarily adjusting traffic signals to provide a clear path for first responders traveling to emergency incidents. The Glance TIMM 500 Preemption System uses GPS-based cellular data to communicate with traffic signals in real time, allowing signals to change proactively as emergency vehicles approach an intersection.

 

Unlike line-of-sight or weather-dependent systems, the Glance system operates through cellular and GPS technology, ensuring reliable performance regardless of visibility or environmental conditions. The system is dynamic and adaptive, responding in real time to vehicle location and routing. This approach helps reduce intersection conflicts, lowers crash risk, and improves overall traffic safety while maintaining efficient traffic flow.

 

The Glance system is also the proprietary emergency vehicle preemption system currently utilized by the St. Lucie County Fire District (SLCFD), providing compatibility with existing emergency response operations. The installation of 83 preemption units throughout the city will support faster emergency response and safer intersection operations.

 

Issues/Analysis: Staff has reviewed the proposed purchase of the Glance TIMM 500 Preemption Systems and find that it meets the City’s operational and safety needs. The system uses GPS-based cellular technology to improve emergency response times and enhance intersection safety. The Glance system is currently utilized by the SLCFD, making this purchase appropriate and in the City’s best interest.

                     

Financial Information: Funds to be appropriated in the Public Works - Traffic Division account # 104-4121-551644.
