Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Agent I, PMD.

2.                     Parties: City of Port St. Lucie and Altec Industries.

3.                     Purpose: To provide the City with a vehicle that helps to inspect and repair traffic signals and streetlights.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on March 14, 2018 and continues through March 14, 2023 with no options for renewal per the letter of agreement to extend the contract.

6.                     Benefits to Port St. Lucie: Ability to utilize Altec Industries contract for Digger Derricks, Bucket Trucks, and Utility Equipment that have been competitively bid in the United States that will offer the best value to the City.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated expenditure for FY 2021-2022 is $200,997.  Future year expenditures will be as budget appropriations allow.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Sourcewell Coop Contract #12418 for Public Utility Equipment with Related Accessories and Supplies with Altec Industries.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Sourcewell Coop Contract #012418.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The Public Works Department maintains the traffic signals throughout the City.  The current bucket truck has reached the end of its useful life and is in need of replacement.

 

Issues/Analysis: Staff has reviewed the Sourcewell Coop Contract and finds that it meets the needs of the City and meets the requirements of the City’s Procurement Ordinance.

                     

Financial Information: Funds are appropriated in the Road & Bridge Capital Improvement Project Fund for Public Works / Traffic Control and Improvement / Machinery and Equipment (#304-4121-564400-00000).

 

Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors.  Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity.  Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
