2. Parties: City of Port St. Lucie and Life Extension Clinics, Inc. d/b/a Life Scan Wellness Centers (“Life Scan”).
3. Purpose: To offer a value-added wellness benefit to City employees.
4. New/Renewal/Modified: New.
5. Duration: Term is for three (3) calendar years.
6. Benefits to Port St. Lucie: Reduced medical claims by emphasizing early detection and treatment through advanced testing and patient assessment.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is approximately $275,400. Future expenditures will be appropriated as each year’s budget allows.

Staff Recommendation: Move that the Council approve Contract #20250188, under City Code of Ordinances, Section 35.08(a)(1) (adopting exemptions provided in section 287.057, Florida Statutes) and section 287.057(3)(e)5. (exempting health services involving examination, diagnosis, treatment, prevention, medical consultation, or administration) with Life Scan.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20250188.
2. Move that the Council not approve and provide staff with direction.
Background: The Life Scan Wellness program is a comprehensive medical initiative that combines an annual physical exam with an emphasis on lifesaving early-detection tests for major diseases, including heart disease, stroke, cancer, diabetes, and aneurysms. Its goal is to catch these conditions before they become severe. The Life Scan evaluation provides employees with a detailed health assessment, along with personalized recommendations for achieving and maintaining long-term wellness and effectively managing health risks.
Issues/Analysis: Life Scan provides convenient on-site, same-day health examinations. By identifying potential health issues early, Life Scan significantly reduces both health care and workers’ compensation expenses, as many concerns are addressed before they become serious. Furthermore, the program offers an affordable alternative to many medical providers that provide standard occupational physicals, making it a practical choice for comprehensive health management.
Financial Information: Funds are appropriated in the Medical Trust Fund/ Operating/ Professional Services (#605-6210-531000-22HR001P-LIFSC).
