2. Parties: City of Port St. Lucie and Paul Jacquin & Sons, Inc.
3. Purpose: The purpose of the project is to relocate and replace the extensive underground equipment for the interactive fountain to inside an existing maintenance room located adjacent to the Village Square plaza stage and convert it to an above ground existing equipment and control room.
4. New/Renewal/Modified: New.
5. Duration: 150 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The equipment has reached the end of its expected service life and needs to be upgraded and replaced to mitigate additional major equipment failures.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $898,467.

Staff Recommendation: Move that the Council award Contract # 20210036 and enter a lump sum contract with Paul Jacquin & Sons, Inc. for the Alterations to the City of Port St. Lucie Interactive Water Fountain.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract # 20210036.
2. Move that the Council not approve Contract # 20210036 and provide staff with direction.
Background: The City’s interactive fountain at the MIDFLORIDA Event Center built in 2008 is frequently used and is maintained by City staff. The existing controls, pumps, filters, and other equipment are all located inside two existing underground vaults which require confined space entry procedures for safety when staff performs the routine maintenance and repairs. Confined space entry procedures require that two trained staff members with special equipment perform the service work. Due to the routine and frequent amount of maintenance and fountain down-time for repairs, this project is recommended to improve the operations, maintenance and increase the service life of the fountain. By installing the equipment above ground, safety concerns are eliminated for working inside the underground vaults and the need for confined space entry procedures requiring an additional staff member will also be eliminated since one certified technician will be able to maintain the fountain.
An E-Bid was issued on April 10, 2021 to 2,077 potential suppliers. There were 24 plan holders with 2 proposals being received on May 28, 2021.
Issues/Analysis: Staff has reviewed Paul Jacquin & Sons, Inc.’s proposal and finds it responsive and responsible. Paul Jacquin & Sons, Inc. has performed several successful projects for the City and is a local vendor.
Financial Information: Funds are available in the Facilities Maintenance Department’s Budget which includes Budget Amendment #1 approved on 6/14/2021 (001-4135-546100-00000; Repair and Maintenance-Building).
