3. Purpose: To provide more security in controlling unwanted and unauthorized activities at the Botanical Garden.
4. New/Renewal/Modified: New.
5. Duration: This contract will be for ninety (90) calendar days, with no option to renew.
6. Benefits to Port St. Lucie: To aid in better protecting this facility from unwanted and unauthorized activities.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $284,200.

Staff Recommendation: Move that the Council award Contract #20220068 and enter into a unit price contract with Custom Welding Diversified, Inc. for the Botanical Garden Security Fence & Secret Garden Project.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220068.
2. Move that the Council not approve Contract #20220068 and provide staff with direction.
Background: Since January 2022, the Parks & Recreation Department has received multiple emails/letters from the Friends of the Botanical Gardens advocating for the P&R Department to prioritize the planned project to install perimeter fencing surrounding the Botanical Gardens property. The concerns were based upon continued vandalism that is taking place in various locations within the Gardens as well as theft of plants, mulch, potting soil, and decorative pots during and after hours at the Gardens. In late January 2022, the Gardens experienced an increase in afterhours nefarious activities, which included a photographer tapping into the water source and filling a small pool within the Garden for a photo shoot, holding unauthorized weddings and events in the Secret Garden and creating disorder on the grounds including glitter bombs and confetti. When notified of these nefarious activities, the P&R Department requested that this fencing project be considered a priority and the City Manager approved this request.
In March, P&R presented recommendations to reallocate capital improvement project funding for FY 2021-2022 and FY 2022-2023 to the City Manager and it was approved.
In April, P&R sent PMD their solicitation request to have this project solicited.
An E-Bid was issued on May 25, 2022, to 176 potential suppliers. There were 13 plan holders with one (1) responsive proposal being received on June 29, 2022. There was one (1) non-responsive proposal received.
Due to budget constraints, the Secret Garden Project has been eliminated causing line items #3, #5, #6, #7 and #8 to be removed from the project. Pricing for line items #1 and #2 were updated to reflect the revised scope.
Issues/Analysis: Staff has reviewed the responsive proposal and finds that Custom Welding Diversified, Inc., provides the best value to the City and is a local contractor.
Financial Information: Funds are appropriated in the CIP General Fund / Parks & Recreation - Parks - Administration / Improvements O/T Buildings (301-7215-563000-00000).
