3.                     Purpose: To amend Contract #20220096 for additional costs due to project revisions required by the South Florida Water Management District (SFWMD).

5.                     Duration:   Contract duration is increased by 77 days for a new Substantial Completion date of 03/23/2026.

6.                     Benefits to Port St. Lucie: Provides a dedicated facility that can be tailored to meet specific departmental needs, ensuring that training aligns with the challenges officers may face in the community.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $308,947.08 for a new Contract total of $28,358,653.08.

Staff Recommendation: Move that the Council approve Change Order #3 to Contract #20220096 with H. J. High Construction Company for the construction of the Police Training Facility.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Change Order #3.

2.                     Move that the Council not approve Change Order #3 and provide staff with direction.

 

Background: On August 21, 2023, Council awarded a Contract to H. J. High Construction Company for the Design-Build of the Police Training Facility. The original Contract was for the design, bidding, and permitting phase services in the amount of $2,102,945.00. The original plan for the building design was a two-story building with an empty second floor shell space. Change Order #1 was approved by Council on March 25, 2024, for an additional cost of $5,546,711.00 to design a three-story building in lieu of a two-story building, to provide design of the second and third floor interior build out, and the early procurement of the Action Target indoor shooting range.  On July 22, 2024, Council approved Change Order #2 to establish the project Guaranteed Maximum Price (GMP) and project schedule to allow the project to commence construction.  Staff is requesting approval of Change Order #3 for additional project costs associated with required project revisions due to review by SFWMD.

 

Issues/Analysis: The SFWMD permit changes resulted in increased retention ponds and additional storm structures and piping.  Due to increase pond sizes, the existing force main and water main must be relocated. As a result of the storm water and utility changes, there is additional asphalt removal and replacement required in the parking lots.  The additional costs are for civil redesign, labor, material, equipment, and construction management services to design and construct the project to meet SFWMD requirements.

                     

Financial Information: The funds are appropriated in the General CIP Fund (301-2105-562000-00000).
