Executive Summary (General Business): The purpose of this resolution is to set the Public Hearing allowing the affected property owners the opportunity to provide comment and/or objections to the 2026 Culvert Repair Assessment Roll. Additionally, the City Council will consider adopting the 2026 Culvert Repair Assessment Roll.

Staff Recommendation: Move that the Council approve the resolution.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not approve the resolution and provide staff direction.
Background: On July 27, 2026 the City Council passed Resolution 26-R58 authorizing a public hearing and directing the preparation of an assessment roll for the fiscal year beginning on October 1, 2026 for culvert repairs. Each homeowner has an agreement on record with the City for the cost of culvert repairs.
Issues/Analysis: The Notice of Public Hearing has been published and notices mailed to the affected property owners as required by law. The assessment roll has been made available for inspection by the public, as required.
Financial Information: The 2026 culvert repair roll estimated at $181,329.31 will be billed over a 10-year period via the real estate tax bill on a total of 23 properties.
Special Consideration: Approval of this Resolution is necessary to include the annual culvert repair billing on the 2026 Real Estate Tax Roll.
