1. Prepared by: St. Lucie County
2. Parties: City of Port St. Lucie and St. Lucie County.
3. Purpose: The City and County desire to construct intersection improvements at Peacock Boulevard and St. Lucie West Boulevard in fiscal year 2024. This interlocal agreement allows the County to reimburse the City for costs incurred by the City for the construction of the improvements to the Peacock Boulevard/St. Lucie West Boulevard intersection up to $1,500,000.

7. Cost to Port St. Lucie (Annual and Potential): The City will fund the balance of the construction project in excess of $1,500,000. The total cost is not known at this point but is estimated at $3,000,000. The City funded the design and permitting of the project.

Staff Recommendation: Move that the Council approve the resolution authorizing the execution of an interlocal agreement with St. Lucie County for intersection improvements at Peacock Boulevard and St. Lucie West Boulevard.

2. Move that the Council not approve the resolution and provide staff direction.
Background: In December 2013, the Florida Department of Transportation (FDOT) District 4 completed a Systems Interchange Modification Report (SIMR) for I-95 from north of Becker Road to south of SR 70. The interchange at St. Lucie West Boulevard was included within the limits of this study. The Interchange Operational Analysis Report (IOAR) presents the necessary documentation for improvements at the interchange of I-95 and St. Lucie West Boulevard. The project proposes modifications at the interchange of I-95 and St. Lucie West Boulevard. The proposed improvements are intended to address capacity deficiencies at the ramp termini intersections, as well as on St. Lucie West Boulevard in the immediate vicinity of the interchange. In May 2019, FDOT presented a draft of their I-95/SR 9 Multimodal Master Plan to the residents of St. Lucie County. The plan identified short-term (2030) and long-term (2045) needs of the approximately 71 miles of interstate highway from the southern Martin County line to the northern Indian River County line. Preliminary analysis conducted as part of the Master Plan revealed only minor improvements will be needed at the St. Lucie West Interchange for it to operate acceptably for the long term once the bridge and ramp improvements are completed. The 2045 improvements include channelizing the northbound off-ramp movements to Peacock Boulevard and additional turn lanes at the Peacock Boulevard intersection. This project addresses those needs identified at the Peacock/St. Lucie West Boulevard intersection.
Issues/Analysis: This Resolution authorizes the Mayor and City Manager, or their designee, to enter into the Interlocal Agreement between St. Lucie County and the City. The Interlocal Agreement designates and sets forth the responsibilities of each party.
Financial Information: st. Lucie County agrees to contribute One Million Five Hundred Thousand Dollars ($1,500,000.00) towards the Construction Project by utilizing impact fees collected by the City and remitted to the County in accordance with the April 19, 2022 Interlocal Agreement (“Interlocal Agreement”) recorded in Book 4821, Page 1729, of the Public Records of St. Lucie County, Florida
Special Consideration: Payments of the County Funds shall be reimbursed to the City based on documented costs provided by the City. In processing requests for reimbursements, the City shall forward copies to the County of all invoices received from the City’s contractor in sufficient detail for audit purposes. The County shall reimburse the City within thirty (30) days of receipt of requests for reimbursement.
