2. Parties: City of Port St. Lucie and (1) Heavy Civil, Inc., and (2) Southern Underground, Inc.
3. Purpose: Construct and Maintain Pedestrian Facilities.
4. New/Renewal/Modified: New.
5. Duration: Two (2) years with the option to renew for three (3) additional one-year terms.
6. Benefits to Port St. Lucie: To provide functional and safe access for pedestrians citywide.
7. Cost to Port St. Lucie (Annual and Potential): Annual expenditures are estimated at $2,500,000 annually.

Staff Recommendation: Move that the Council award Contract #20250024 and enter into a unit price contract with Heavy Civil, Inc., and Southern Underground, Inc., for Citywide Curb & Gutter, ADA Ramps, and Miscellaneous Sidewalk Replacement Projects.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the recommended bids.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: As part of the City’s sidewalk maintenance program, the City intends to procure the services of one or more contractors to perform the work related to the maintenance of existing pedestrian facilities, including but not limited to, sidewalks and curb ramps. A sidewalk maintenance program, to regularly repair or reconstruct damaged sidewalk is important for ensuring pedestrian safety and welfare in the City’s rights-of-way.
An E-Bid was issued on March 18, 2025, to 1,041 potential contractors. Thirty-two contractors downloaded the bid documents with three (3) proposals received on April 21, 2025. Of the three bids received, two (2) were deemed responsive.
Issues/Analysis: Staff has reviewed the proposals and finds that Heavy Civil, Inc. and Southern Underground, Inc., provide the best value to the City.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Road & Street Facilities - Street / Repair or Installation - Sidewalk (#304-4125-534133) Road & Bridge CIP Fund / Road & Street Facilities - ENG O / Improvements O/T Buildings (#304-4105-563000-Y1420). All future expenditures will be requested in the proposed budgets for each year.
