2. Parties: City of Port St. Lucie and Inspire Placemaking Collective, Inc.
3. Purpose: This contract is for the preparation of a 20-year Comprehensive Plan and the 2026 Evaluation & Appraisal Report (EAR).
4. New/Renewal/Modified: New.
5. Duration: Two (2) years with the option to renew for one (1) additional one (1)-year term.
6. Benefits to Port St. Lucie: The City will acquire an updated Comprehensive plan and 2026 EAR Report. The completion of a 20-year Comprehensive Plan with a 20-year Thoroughfare Plan at this junction will provide a high-level long-range roadmap to guide and inform decisions moving forward.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $199,815. Future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council award Contract #20240053 to Inspire Placemaking Collective, Inc. for Comprehensive Planning & 2026 EAR Report.

Background: The City has been experiencing a period of sustained and unprecedented growth which presents challenges for all aspects of governance. The City also has completed several technical analyses, including the adoption of the Mobility Plan 2045 to help guide development decisions related specifically to roadway infrastructure improvements. Hiring a consultant to provide comprehensive planning services for a twenty (20) year planning period, as well as preparation of the Evaluation and Appraisal Report due in 2026, can help address these challenges. The planning and evaluation services should analyze existing conditions, perform a needs assessment, suggest updates to reflect citywide strategic initiatives, including the City’s transition from a transportation concurrency system to the adoption of a Mobility Fee and Multi-Modal Plan, and provide a vision for the future consistent with the City’s Strategic Plan.
A Request for Proposals (RFP) was issued on April 4, 2024, to 916 potential providers. There were four proposals received on May 10, 2024. PMD held the first evaluation meeting on May 29, 2024, to review and discuss the proposals and individual scores. The Evaluation Committee voted to shortlist the top two scoring firms and invite them to the second evaluation meeting held on July 9, 2024, to make presentations and answer more detailed questions regarding the project. The Evaluation Committee reviewed the scores and adjusted accordingly. The final scores were announced as follows:
• #1 Ranked firm with an average score of 96.33 - Inspire Placemaking Collective, Inc.,
• #2 Ranked firm with an average score of 92.33 - The Corradino Group, Inc.,
• #3 Ranked firm with an average score of 78.00 - Chen Moore & Associates,
• #4 Ranked firm with an average score of 74.67 - Bonnie Landry & Associates, PA.
The Evaluation Committee voted to enter contract negotiations with the #1 ranked firm, Inspire Placemaking Collective, Inc.
Issues/Analysis: Staff has reviewed the proposal and finds it to meet the needs of the City and offers a fee that is fair and reasonable.
Financial Information: Funds will be appropriated from the P&Z Fund (001-1500-531000-0000).
