3. Purpose: To piggyback a City of Ormond Beach contract for pump and motor repair services through Florida Armature Works, Inc. for Utility Systems Department (“USD”) water and wastewater treatment facilities.
4. New/Renewal/Modified: New.
5. Duration: This Contract shall be effective from January 30, 2027 through November 17, 2028. This Contract allows up to two (2) additional one (1)-year renewal options.
6. Benefits to Port St. Lucie: This contract will provide timely repair services for critical pumps and motors while maintaining competitive and consistent pricing for parts and labor.
7. Cost to Port St. Lucie (Annual and Potential): The USD estimates an expenditure of $250,000.00 annually.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)(b) (piggyback exception), to participate in the City of Ormond Beach’s Contract #2025-40 for Utilities Motor and Pump Repair Services under City of Port St. Lucie Contract #20270009.

1. Move that the Council amend the recommendation and approve participation in the City of Ormond Beach’s Contract #2025-40 for Utilities Motor and Pump Repair Services under City of Port St. Lucie Contract #20270009.
2. Move that the Council not approve participation in the City of Ormond Beach’s Contract #2025-40 for Utilities Motor and Pump Repair Services under City of Port St. Lucie Contract #20270009 and provide staff with direction.
Background: The USD currently utilizes New Smyrna Beach Utilities RFP No. 22‑22 through a piggyback contract with Florida Armature Works, Inc. for motor and pump repair services. However, that contract is set to expire on January 29, 2027, and no additional renewal options remain. To ensure uninterrupted support for critical water and wastewater treatment operations, the USD seeks to piggyback a contract from the City of Ormond Beach for pump and motor repair services. The start date for this new Contract is set as January 30, 2027, to ensure continuity of services with no overlap between the current contract and this new Contract.
These pumps and motors are essential components in maintaining reliable treatment and distribution processes, including the movement of raw water to the USD’s water treatment facilities, the pressurization required for reverse osmosis membrane treatment, the distribution of treated water to ground storage tanks and the public, and the recirculation of water within the scrubber system for waste treatment. Continuity in these repair services is vital to sustaining safe and efficient utility operations.
Issues/Analysis: Florida Armature Works, Inc. is an approved vendor through the City of Ormond Beach’s Contract for Utilities Motor and Pump Repair Services. The City of Port St. Lucie utilizes
cooperative and piggyback purchasing to take advantage of established competitively bid contracts for goods and services, streamlining the procurement process. Staff has reviewed the Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
