Executive Summary (General Business): This is a request to amend the Verano DRI Map H, Preliminary Master Plan to relocate the County school site, reconfigure the shape of the City park site, and remove references to access to Glades Cut-off Road and former Peacock property. The removal of the access to Glades Cut-off Road and the former Peacock property were part of the last application to amend Map H, however those changes were erroneously omitted from the adopted map. A rezoning application for the St. Lucie County school site (P22-182) is contingent upon this DRI Map H amendment. The rezoning is scheduled for 1st reading of the ordinance on the September 26, 2022 City Council Meeting.
Presentation Information: Staff will provide a presentation.
Staff Recommendation: Move that the Council adopt the Resolution as recommended by the Planning and Zoning Board.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the Resolution.
2. Move that the Council not approve the Resolution and provide staff direction.
Background: P22-015 - Verano DRI Amendment - August 2, 2022, P&Z Board recommended to Approve with Conditions as recommended by staff. (These changes have been incorporated into the proposed DRI Map H):
1. Prior to sending application to City Council for approval, revise the Map H, Preliminary Master Plan, to designate an 80-foot-wide access area for a driveway and sidewalks from North-South A Road to the County school site.
2. Prior to sending application to City Council for approval, revise Map H, Preliminary Master Plan, to indicate that a 50-foot-wide landscape buffer with an 8-foot-high berm will be located along the entire side of the property fronting along east side Range Line Road. A landscaped berm shall also extend along the side adjacent to the 500-foot-wide FPL easement and the lake area north of the City park site.

See attached staff report. The minutes from the August 2, 2022 P&Z Board meeting are attached as well as comment letters from the property owners on the west side of Range Line Road and St. Lucie County.
