3.                     Purpose: The purpose of this service is to ensure the system operates safely, reliably, and in full synchronization while maintaining optimal performance and minimizing downtime.

4.                     New/Renewal/Modified: New.

5.                     Duration: The term of the contract is two (2) years.

6.                     Benefits to Port St. Lucie: Regular preventive maintenance keeps equipment running smoothly and helps catch issues early. That means fewer unexpected breakdowns, less operational disruption, and more consistent output. The City benefits from maintaining a direct relationship with the original equipment manufacturer, ensuring continuity of service, faster response times, compliance with manufacturer standards, and preservation of systems integrity and safety.   

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated expenditure of $ 104,432.60 plus an allowance of $10,000.00 annually for parts and repairs not covered under warranty.

Staff Recommendation: Move that the Council waive the bidding, per City Code of Ordinances, Section 35.08 (a)(25)(a)(1) and approve Sole Source Contract #20260234 with Action Target Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Sole Source Contract # 20260234 with Action Target Inc.

2.                     Move that the Council not approve Sole Source Contract # 20260234 and provide staff with direction.

 

Background: Action Target is the original designer, manufacturer, and installer of all equipment within the Police Training Facility Shooting Range. As the system’s creator, they maintain exclusive proprietary knowledge, specialized diagnostic tools, and direct access to original components that are essential for proper maintenance, calibration, and long-term performance of the range.

 

Issues/Analysis: Action Target is the only entity fully qualified to maintain and service the Training Facility Shooting Range because they designed and built it, and therefore possess exclusive knowledge, tools, and components. The agreement provides significant operational value by reducing the likelihood of unexpected equipment failures, minimizing downtime, and extending the useful life of the system. Preventive maintenance and timely service helps identify and correct issues before they result in major repairs or operational interruptions, thereby reducing long-term repair costs and maintaining consistent training availability.

                     

Financial Information: Funds are appropriated in the General fund/Operational Support Services/other contractual services (Account #001-2105-534000-00000).
