3.                     Purpose: To install a 24-inch reuse water main pipe to connect to the existing reuse water main at Glades Cut Off Road.

4.                     New/Renewal/Modified: New.

5.                     Duration: 330 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: To expand the reuse system.

7.                     Cost to Port St. Lucie (Annual and Potential): One time expenditure of $4,994,936.00.

Staff Recommendation: Move that the Council  award the Glades to Tradition Reuse Water Main Construction Project to Felix Associates of Florida, Inc. in the amount of $4,994,936.00.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20220040 to Felix Associates of Florida, Inc.

2.                     Move that the Council not approve Contract #20220040 and provide staff with direction.

 

Background: The proposed Glades to Tradition Reuse Water Main project will consist of installing 12,000 LF of 24-inch reuse water main pipe to connect the existing reuse water main at Glades Cut Off Road on the southern end to an easement near the existing Glades Wastewater Booster Pump Station on Tradition Boulevard. The project will combine 9,200 LF of 24-inch C900 reuse pipe installed via open-cut and 3,000 LF of 24-inch HDPE reuse pipe installed via horizontal direction drilling including 600 LF of C900 force main pipe. The scope also includes all fittings, valves, appurtenances, and pipe associated with the installation of the C900 and HPDE sections.

 

The E-Bid was issued on March 10, 2022, to 1,421 potential suppliers. There were 47 plan holders with 14 submitting proposals on April 21, 2022. There were 9 responsive proposals and 5 that were deemed non-responsive.  

 

Issues/Analysis: Staff has reviewed the responsive proposals and finds that Felix Associates of Florida, Inc. provides the best value to the City. Felix Associates of Florida, Inc. has performed numerous successful projects for the City over the years. 

                     

Financial Information: The funds are appropriated in the Utility CIP Fund 448 / Wastewater / Improvements O/T Improvements (#448-3516-563000-00000).

 

Special Consideration: This project is partially funded by South Florida Water Management District Alternative Water Supply grant funding and falls under the Series 2021 Utility Systems Revenue bond project.

 

Location of Project: Glades Cut Off Road to Tradition.
