2.                     Parties: City of Port St. Lucie and Indian River Crime Laboratory at Indian River State College.

3.                     Purpose: To have access to Crime Laboratory Services at Indian River State College to help with evidence analysis and laboratory services needed by the City of Port St. Lucie Police Department.

4.                     New/Renewal/Modified: Renewal.

5.                     Duration: 365 calendar days.

6.                     Benefits to Port St. Lucie: To ensure the City is secure by giving the Police Department a safe area for evidence analysis and laboratory services.

7.                     Cost to Port St. Lucie (Annual and Potential): The annual estimated expenditure for 2025-2026 for this service is $621,282.00.

Staff Recommendation: Move that the Council approve the annual expenditure for Contract #9531218 for the Crime Laboratory Services at Indian River State College. The City has been utilizing the Indian River Crime Laboratory since 1995.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the annual expenditure for Contract #95-31218.

2.                     Move that the Council not approve Contract #95-31218 and provide staff with direction.

 

Background: The Regional Crime Laboratory at Indian River College provides laboratory services and evidence analysis for twelve (12) law enforcement agencies in the four (4) county area (Martin, St. Lucie, Indian River, and Okeechobee). The annual cost each agency pays is based on the jurisdiction’s population and usage of each of the collective twelve (12) agencies. An annual meeting is held where the  budget is approved. PSLPD was represented at the annual meeting in March 2025.

 

Issues/Analysis: The laboratory services and evidence analysis provided to the City of Port St. Lucie by the Regional Crime Laboratory at Indian River State College are essential to the City of Port St. Lucie Police Department.

                     

Financial Information: Funds are appropriated in the FY 2025-2026 budget for the General Fund / Police Department Community Services / Professional Services account (#001-2105-531000-00000).

 

Special Consideration: N/A.

 

Location of Project: Due to the Critical Infrastructure of the Homeland Security Act, no location map is provided.
