3.                     Purpose: The City is seeking a Local Projects Program (LPP) Grant from the St. Lucie County Transportation Planning Organization (TPO) for safety improvements to the existing 10’ wide asphalt multi-use trail located on Green River Parkway from SE Walton Road south to the Martin County Boundary Line.

6.                     Benefits to Port St. Lucie: The Green River Parkway Multi-Use Trail, constructed in 2006, provides Port St. Lucie residents and visitors alike, the opportunity to engage with native Florida habitat in an outdoor environment. This trail supports the City’s Strategic Goal # 5, High Quality Infrastructure & Facilities. Residents participating in the 2021 Port St. Lucie National Community Survey identified mobility (including sidewalks) as their second most important priority. The survey also touched on the transportation system (including bicycle and pedestrian) which was also rated as “very important”. The City of Port St. Lucie's 10-year Parks and Recreation System Master Plan (rev 2021) rated walking & hiking trails as the most important facility to households.

7.                     Cost to Port St. Lucie (Annual and Potential): The requested amount of FDOT participating funds provided through the LPP Grant is $226,748.95 for the construction phase of the project.  The total Engineering Cost Estimate for the project is $246,748.95. The projected cost to the City of Port St. Lucie is approximately $20,000.00. Construction Engineering and Inspection (CEI) services will not be required and will not incur any additional cost to the City.

Staff Recommendation: Move that the Council approve the Resolution.

Background: The Green River Parkway Multi-Use Trail Peacock Trail is an existing 10’ wide asphalt trail approximately 14,070 feet in length. The proposed project includes milling, profiling, and resurfacing of the shared use path to improve safety, eliminate trip hazards, and to bring cross slopes into compliance with ADA requirements, necessary to ensure continued use of the trail. The trail is utilized daily by bicyclists, pedestrians, skaters, runners, bird enthusiasts, and others therefore the improvements to accessibility and safety is of paramount importance.

Financial Information: The requested amount of FDOT participating funds provided through the LPP Grant is $226,748.95 for the construction phase of the project.  The total Engineering Cost Estimate for the project is $246,748.95. The estimated cost to the City of Port St. Lucie is $20,000.00. Design services will not be required and will not incur any additional cost to the City. 

 

Special Consideration: Constructed in 2006, the existing shared use asphalt trail is 10' wide and approximately 2.65 miles in length. The trail is considered part of the East Coast Greenway trail system. The northerly segment which currently terminates at SE Walton Road is scheduled to be connected through the Savannas State Park in the future. The trail system extends to the south, with a southern terminus at the Martin County boundary line.

 

Location of Project: The trail is approximately 2.65 miles long with the trailhead originating at SE Walton Road with a southern terminus at the Martin County Boundary Line. The trail is situated south and west of the Savanna State Park.
