2. Parties: City of Port St. Lucie and Robbins, Inc.
3. Purpose: To provide and install flooring services as needed.
4. New/Renewal/Modified: New.
5. Duration: The initial term began on August 7, 2018 and is a 4-year term with an option of 1-year additional term. The total term of the agreement cannot exceed 5 years with an end date of August 7, 2023.
6. Benefits to Port St. Lucie: Ability to utilize Robbins, Inc., for flooring replacement and installing services that have been competitively bid in the State of Florida that will offer the best value to the City.
7. Cost to Port St. Lucie (Annual and Potential): Parks & Recreation Department has estimated that this project will cost $106,500. Future expenditures for projects will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Sourcewell Coop Contract #060518-RBI for Athletic Surfaces with Robbins, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sourcewell Coop Contract #060518-RBI.
2. Move that the Council not approve and provide staff with direction.
Background: The Parks & Recreations Department needs to replace the flooring in Minsky Gym. The current gym floor in Minsky Gym has several locations where the floor tiles have moved and separated. The current tile, Sports Court Floor, would be replaced with a Robbins Pulastic Classic 90 sports floor system, a high-performing seamless synthetic flooring system that is durable and versatile. The poured urethane surface won’t peel or bubble - as vinyl can tend to do - and is easy to maintain and lasts for decades.
Issues/Analysis: Staff has reviewed the Sourcewell Coop Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the General Fund for Parks & Recreation Department / Gymnasium / Repair & Maintenance-Building (#001-7202-546100-00000). This project is being funded through savings of various cost centers within the Parks & Recreation Department.
Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors. Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
