2. Parties: City of Port St. Lucie and Infrastructure Solution Services, LLC
3. Purpose: To identify current and future Utility Systems Department uses of the Prineville and Northport sites and to develop a long-term master plan for future development and requisite infrastructure at each location.
4. New/Renewal/Modified: Modified.
5. Duration: The initial term was August 15, 2022 through June 12, 2023. A nine (9) month extension is requested to extend the Contract to March 31, 2024.
6. Benefits to Port St. Lucie: The master plan for both campuses considers the future facility building footprints of the Administration and Warehouse Buildings, parking areas, internal roadway circulation, stormwater, and other site amenities.
7. Cost to Port St. Lucie (Annual and Potential): An additional $57,700.00 for a new Contract amount of $356,820.00.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20220070 with Infrastructure Solution Services, LLC for the Prineville & Northport sites.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20220070.
2. Move that the Council not approve Amendment #1 to Contract #20220070 and provide staff with direction.
Background: The Utility Systems Department identified a need to prepare a comprehensive site master plan for two sites including: 1) Prineville Water Treatment Facility; and 2) Northport Site. The Prineville Water Treatment Facility currently houses a majority of the USD’s Administrative Staff, including the recently re-located Connection Support and Billing Divisions. The current needs at each site include the expansion of administration building, designated staff and city vehicle parking areas, sidewalks, improvement of traffic circulation through site, and relocation of warehouse.
Issues/Analysis: Staff has reviewed the proposal for additional services and extension of time and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in Renewal & Replacement Fund / Utility Warehouse Professional Services (#438-3345-531000-00000).
