Benefits to Port St. Lucie: The Vulnerability Assessment will identify critical assets within the City that are vulnerable to flooding and sea level rise and will allow the City to seek additional grant funding through the Florida Department of Environmental Protection (FDEP) Resilient Florida Grant Program for resilience related projects.
7. Cost to Port St. Lucie (Annual and Potential): Estimated Expenditures $550,000.00: $500,000.00 - FDEP Resilient Florida Grant, $50,000.00 - City Matched Funding. The Contract has a compensation amount of 548,244.10.

Staff Recommendation: Move that the Council approve Contract #20240154 for the Vulnerability Assessment Study with Tetra Tech Inc.
Alternate Recommendations:
1. Move that the Council reject the recommendation and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to rebid or cancel the bid.
Background: The FDEP Resilient Florida Grant Program makes grants available to counties, municipalities, special districts, and regional resilience entities to analyze and plan for flood and sea level rise related vulnerabilities and implement projects for adaptation and mitigation. The City applied for a FDEP Resilient Florida Planning Grant for the development of a Vulnerability Assessment and was awarded a grant for $500,000 with a City match of $50,000. This funding will allow the City to complete the Vulnerability Assessment that will identify critical assets that are vulnerable to flooding and sea level rise. Once vulnerable critical assets are identified the City will be able to prioritize resiliency projects and will be able to apply for additional FDEP Resilient Florida Grant Program grants to assist funding for the implementation of those projects.
A Request for Qualifications was issued in accordance with Section 287.055, Florida Statues, identified as the Consultants Competitive Negotiation Act (CCNA) on August 30, 2024, to 508 potential suppliers. There were 7 proposals received on October 21, 2024.
PMD held its first evaluation meeting on November 20, 2024, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top three (3) firms to move forward to the short list. The firms were invited to a second evaluation meeting that was held on January 6, 2025, to make presentations and to answer more detailed questions regarding the services they provide. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as followed:
#1 Ranked firm with a final score of 908.33 - Tetra Tech Inc.
#2 Ranked firm with a final score of 900.00 - Aptim Environmental and Infrastructure, LLC
#3 Ranked firm with a final score of 873.33 - Geosyntec Consulting Inc.
PMD began negotiations with the top-ranked firm, Tetra Tech, Inc. After negotiations, an agreement was made to accept the proposal of $548,244.10.
Issues/Analysis: Staff has reviewed the proposals and recommends entering a Contract with Tetra Tech Inc.
Financial Information: Funds are appropriated in the adopted FY Budget for Public Works 401-4126-568813-00000 Project Ledger #23PW018P FY2025.
