Strategic Plan Link: The City’s Mission to enhance our community’s quality of life.

 

Executive Summary (General Business): The City of Port St. Lucie, in partnership with St. Lucie County and the City of Fort Pierce have completed a Housing Needs Assessment (HNA) and Implementation Plan. St. Lucie County entered into an agreement with Thomas P. Miller and Associates (TPMA) to conduct a housing needs assessment and develop a set of recommendations to incentivize the creation of affordable and workforce housing units within St. Lucie County. The project has three components: Housing Needs Assessment, Recommendation & Implementation Plan, and Public Education and Outreach.  The assessment portion plus the education and outreach have been ongoing and will continue through various phases of project implementation. This discussion will serve as a basis for finalizing any incentives and/or recommendations pursuant to F.S. Section 420.9076 that the AHAC would like to include in their 2024 report (due to the State of Florida by 12/31/2024).

Staff Recommendation: Move that the Board recommend the committee members each conduct an independent review of the final St. Lucie County Housing Needs Assessment and Implementation Plan and provide their final recommendations.

 

Alternate Recommendations:

1.                     Move that the Board amend the recommendation and conduct a review of the documents to be discussed at the October AHAC meeting.

2.                     Move that the Board review the documents and propose different recommendations.

 

Background: In the summer of 2022 St. Lucie County (SLC) issued, after having received approval from its partner municipalities (the City of Port St. Lucie and the City of Ft. Pierce) issued a Request For Proposals to conduct a Housing Needs Assessment. In August of 2023, Jennifer Hance, the Director of Community Services at SLC presented an update on the project to the City’s AHAC. In 2023, the project team completed current conditions research, market analysis, stakeholder outreach and workshops, business community outreach, and public surveys.  On January 16, 2024, the TPMA Consultants presented its draft findings and recommendations to the City of Port St. Lucie’s City Council https://psl.legistar.com/LegislationDetail.aspx?ID=6469997&GUID=1C1AFA14-1B58-47DA-A5BA-84AAE3C7613B&FullText=1. A copy of this presentation will also be attached to this item for review, as well as the final Housing Needs Assessment (HNA). The final version of the Housing Needs Assessment and Implementation Plan was received in August 2024.
