2.                     Parties: City of Port St. Lucie and BEA Architects, Inc.

3.                     Purpose: Amendment #2 expands the Architect’s allowance for increased construction administration activities, site visits, and reporting; adds civil engineering services for lift station and offsite force main design, survey and subsurface utility engineering, and permitting coordination; and threshold inspection services as required by Florida Statutes.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The initial term was from 09/24/2024 through 09/29/2026.  Amendment #2 requests an extension of the Contract through 12/31/2027 to coincide with the anticipated completion date for construction.

6.                     Benefits to Port St. Lucie: Amendment #2 provides the required additional services due to expanded project scope, construction administration services related to increased site size and added civil infrastructure at the Cameo site, and provides for multi-agency coordination requirements.

7.                     Cost to Port St. Lucie (Annual and Potential): Amendment #2 adds an additional $235,995.00 for a new Contract total amount of $1,971,062.98.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20240046 with BEA Architects, Inc. for Professional Design Services for a New Public Works Administration Building.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #2 to Contract #20240046.

2.                     Move that the Council not approve Amendment #2 to Contract #20240046 and provide staff with direction.

 

Background: BEA Architects, Inc., is currently under contract with the City for the design of the new Public Works Administration Building.  As the project transitions from the design to the construction phase, there is the need to amend BEA’s scope to reflect anticipated additional services required due to the expanded project scope because of the project’s relocation to the Cameo site.

 

Amendment #2 additional services include the following:

                     Expanded Construction Administration (CA) allowance to be used for increased CA at the Cameo site including site visits, reporting, and interagency coordination.

                     Civil Engineering Services

o                     Due to lack of existing gravity sewer main adjacent to the project site, design of a new lift station and offsite force main connection are required to serve the project site.

o                     Additional civil engineering is required to capture City directives to incorporate an aesthetic berm, truck turnaround, and rerouting of bypass drainage conveyance system.

o                     Additional survey, subsurface utility engineering (SUE), and civil engineering services for the associated work.

                     Threshold Inspection Services

o                     Threshold inspection services as required by Florida Statutes and in compliance with the threshold inspection plan included in the project drawings.

 

Issues/Analysis: Staff has reviewed the proposed changes herein and found them to be fair and reasonable.

                     

Financial Information: The funds are appropriated in Road & Bridge CIP Fund / Operations / Buildings (304-4105-562000-00000).
