3.                     Purpose: Adjustments are necessary to accommodate the reconstruction of Port St. Lucie Blvd. between Alcantarra Blvd. & Darwin Blvd. These adjustments include a 16-in Water Main & 16-in Force Main and various low-pressure mains.

4.                     New/Renewal/Modified: New.

5.                     Duration: 90 calendar days from Notice to Proceed (NTP).

6.                     Benefits to Port St. Lucie: The reconstruction and adjusted utilities will provide additional lanes of traffic, improve drainage conditions and provide areas with renewed water & sewer lines, newer valves, hydrants, and air release valves.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $679,338.94.

Staff Recommendation: Move that the Council award Contract #20250045, per City Code of Ordinances, Section 35.08(a)(21) and Section 35.08(a)(24)(a)(5), and enter into a unit price contract with Zahlene Enterprises, Inc. for the Utility Adjustments needed on the Port St. Lucie Blvd. Reconstruction Project that is governed by the Florida Department of Transportation (FDOT).

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20250045.

2.                     Move that the Council not approve Contract #20250045 and provide staff with direction.

 

Background: The purpose of this award is to procure the services of the existing contractor with the goal of making additional adjustments to the Utility Systems Department’s infrastructure.

 

The Florida Department of Transportation (FDOT) designed and is implementing the addition of traffic lanes, with the necessary drainage system along Port St. Lucie Blvd. between Darwin Blvd. and Alcantarra Blvd. Because this roadway belongs to and is managed by FDOT, any conflict with the FDOT’s infrastructure triggers adjustments to the water and sewer infrastructure of the City’s utility system. In coordination with FDOT, the Utility Systems Department planned and designed adjustments to the existing water and sewer lines with the goal of mitigating the unanticipated conflicts. The specific cases mentioned as part of this award resulted in unforeseen and differing field conditions during construction, differing from available records at the times of planning and design.

 

By issuing a separate contract with the existing construction company, the City will be able to keep the cost of the necessary adjustments as low as possible, avoiding two customarily required administrative fees. If completed by the FDOT’s Utility Contractor, the City would incur an additional up-front 10% contingency to FDOT as well as a 2.5% contribution to FDOT’s management costs.

 

Issues/Analysis: Section 35.08(a)(21), excepts from formal bidding the “[p]urchase of goods or services related to a project which has or will be awarded based on formal solicitation.” Additionally, Section 35.08(a)(24)(a)(5) provides an exception from formal bidding as a sole source where “additional supplies or services are needed to complete an existing and ongoing scope of work, even when the supplies or services were not contemplated at the onset of the project.” Staff has reviewed the proposal and found that Zahlene Enterprises, Inc. provides the best value to the City and is the current contractor for this project.
