Staff Recommendation: Move that the Council approve Grant Agreement 25PW019P (FDACS# 32119) in substantially the form attached, authorize the City Manager to execute the Grant Agreement on behalf of the City, and direct the City Manager to return the Grant Agreement to the Public Works Department for final processing with FDACS.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Grant Agreement.
2. Move that the Council not approve the Grant Agreement and provide staff direction.
Background: The City of Port St. Lucie was awarded a grant from FDACS totaling $50,000 with a 1-to-1 match requirement. The funds will be utilized to hire a vendor that will update the Tree Inventory Dashboard with collected data of the location, height, width, diameter, health, species, and monetary value of each tree along major thoroughfares throughout the city. The last full inventory update was conducted over 5 years ago, while Crosstown Parkway was updated in 2024. The Crosstown inventory collection was conducted in 2024 through a similar grant with FDACS, and from the conclusion of that grant the monetary value from that singular corridor increased over $1 million since its previous inventory update.
Issues/Analysis: A project scope and schedule is detailed in the attached agreement.
Financial Information: Initial expenses will be charged from General Fund / Public Works / 001-0003-369985 Misc revenue and 001-3905-534000-0000 PL# 25PW019P-Grant. Grant reimbursements will provide 50% coverage of the costs to the General Fund equating to $50,000.
Special Consideration: The grant agreement’s deadline, reports, and reimbursement requirements have all been reviewed by our Public Works staff and appear feasible.
Location of Project: City wide major thoroughfares.
