Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Hazen and Sawyer.
3. Purpose: To secure the services of an Owners’ Representative to provide support to the Utility Systems Department’s (USD) staff throughout the Design-Build process. An Owners’ Representative can provide subject matter expertise through all stages of the Project, including, but not limited to, design and construction, allowing the USD to provide the best possible product for its customers.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with an option to renew for two (2) additional one (1) year periods.
6. Benefits to Port St. Lucie: The use of an Owners' Representative during the design and construction phases of the new Water Treatment Facility will provide the resources and expertise needed to ensure that the USD’s customers are receiving the best possible product for their investment.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $199,020 including Project Management, Design Build Procurement Services, Funding and Grant Assistance, Evaluation of the Existing Lime Softening Treatment Plant Operations and Additional Engineering Services.

Staff Recommendation: Move that the Council award Contract #20250065 for Owner’s Representative for Design-Build Project for New Water Treatment Plant and Related Improvements with Hazen and Sawyer.

Background: The USD has long planned and is ready to construct a new water treatment facility at the existing Range Line Booster Pumping Station location, to meet the growing and future potable water demands. Population projections as provided by the updated Water Master Plan have shown that the new plan must be in operation in 2029 to accommodate the Utility Service Area’s growing population. As part of this process, the USD has researched and determined that obtaining an Owners’ Representative will provide staff access to experts in various specialties, providing information on the latest advancements and most importantly, an advocate on the USD's behalf throughout the project.
A Request for Proposals was issued in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on February 11, 2025, to 753 potential consultants. There were 3 proposals received on March 11, 2025. PMD held the first evaluation committee meeting on April 28, 2025, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top three (3) firms to move forward to the short list. The firms were invited to a second evaluation meeting held on May 30, 2025, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as followed:
#1 Ranked Firm: Hazen and Sawyer - 810.00
#2 Ranked Firm: PMA Consultants LLC - 775.4
#3 Ranked Firm: Colliers Project Leaders - 568.6
PMD began negotiations with the top ranked firm, Hazen and Sawyer. After the negotiations, an agreement was made to accept the proposal of $199,020.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for work needed to complete this work assignment.
Financial Information: UTLITIES CIP/RANGE LINE ROWTP - 10.0 MGD/IMPROVEMENTS-DESIGN (#448-3313-563004).
Special Consideration: At the completion of the Work Authorization No. 1, the Consultant will prepare Work Authorization No. 2 which will be placed on a future Council agenda for approval prior to commencing the design/construction phase of the project.
