Executive Summary (General Business): The City has received an application for major site plan approval for a multi-family residential development with 312 units. The subject property is located within the Southern Grove SG-8 Master Planned Unit Development (MPUD) and is legally described as Tradition SG-8, Parcel F. The MPUD allows vertically attached multi-family dwellings as a permitted use within the Residential Mixed-Use Area. The project consists of ten buildings with one-, two-, and three-bedroom apartments, five garage buildings, and a clubhouse. Additionally, the proposed school bus stop is located in front of the amenity center of the development. A school bus turn-around exhibit is attached.

Staff Recommendation: Move that the Council approve the major site plan as recommended by the Site Plan Review Committee with the following condition:
1. The applicant must address all of the remaining comments for the site plan based on the April 14, 2026, markups for Public Works and Utilities, including their associated comment memos.

1. Move that the Council amend the recommendation and approve the request.
2. Move that the Council deny the request and provide direction.
Background: The Site Plan Review Committee recommended approval of the site plan and preliminary landscape plan at their March 11, 2026 meeting.
