Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Carly Fabien, Deputy City Attorney.

2.                     Parties: City of Port St. Lucie SCORE Association, Inc.

3.                     Purpose: SCORE Association, Inc. will provide free mentorship opportunities to Port St. Lucie small business owners.

4.                     New/Renewal/Modified: The term of the agreement is for one (1) consecutive one-year period. The term may be extended upon written agreement by both parties.

5.                     Duration: One consecutive one-year period.

6.                     Benefits to Port St. Lucie: Port St. Lucie small business owners will receive free mentorship from qualified SCORE mentors specifically matched to their business needs. SCORE will host four (4) events, at a City-owned location, that are free or low-cost to Port St. Lucie residents and small business owners.

7.                     Cost to Port St. Lucie (Annual and Potential): There is no cost for the partnership agreement with SCORE Association, Inc.

Staff Recommendation: Move that the Council approve the partnership agreement between SCORE Association, Inc. and the City of Port St. Lucie.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the partnership agreement between SCORE Association, Inc. and the City of Port St. Lucie.

2.                     Move that the Council not approve the partnership agreement between SCORE Association, Inc. and the City of Port St. Lucie and provide staff direction.

 

Background: SCORE Treasure Coast is a volunteer led non-profit organization that provides free business mentorship opportunities and small business workshops in Martin, St. Lucie, Indian River, Okeechobee and Glades Counties. Over sixty (60%) percent of the SCORE Treasure Coast services are with residents of Port St. Lucie. The purpose of the agreement is to set forth the services SCORE will undertake in the City in exchange for partnership opportunities, marketing assistance and event coordination by the City of Port St. Lucie to SCORE.

 

Issues/Analysis: The following is a summary of the City of Port St. Lucie’s and SCORE’s responsibilities that are outlined in the agreement.

 

City of Port St. Lucie

                     The City will provide event space at a City-owned location for SCORE to host events for Port St. Lucie small businesses.

                     The City will permit at least four (4) SCORE events per year but may permit more events at the City’s discretion and with collaboration with SCORE.

                     The City will assist with marketing and SCORE events hosted at a City-owned location, including the City’s website, social media pages and flyers posted at City locations. The City will assist with marketing these events at no fee to SCORE.

                     The Economic Development Administrator will consider Treasure Coast SCORE when informed of any grants or funding opportunities relevant to the services provided by SCORE.

                     The City will consider SCORE when hosting relevant events in which SCORE may be able to network with the community and potential donor sources.

                     The City will consider SCORE with inviting local organizations or businesses to City events, including but not limited to workshops, community events, or informational fairs.

                     The City will assist SCORE in seeking sponsorship for each event held at a City-owned location, for the purposes of defraying or eliminating cost for City residents.

 

Treasure Coast SCORE

                     SCORE will provide free mentorship opportunities to the City of Port St. Lucie’s small business owners.

                     SCORE will match Port St. Lucie small business owners with a mentor specifically matched to their needs.

                     SCORE will maintain highly successful and seasoned business professional and entrepreneurs as volunteers who are available to assist and mentor the City’s small business owners.

                     SCORE will host at least four (4) events per year, at a City-owned location, that are free or low cost to the City’s residents.

                     SCORE will assist the City in preparing marketing materials to be advertised leading up to each event hosted by SCORE.

                     SCORE shall consider the City for any mentorship, workshop, or other educational opportunities which may benefit small business owners in Port St. Lucie.

                     SCORE shall organize and conduct outreach programs to the residents of Port St. Lucie with special focus on the underserved business owners in the City.

                     SCORE will provide the City with a sponsorship packet, which the City may use to help assist SCORE in obtaining sponsorships.
