Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Interacid North America, Inc fka Sulfuric Acid Trading Company, Inc. (“SATCO”).
3. Purpose: To provide compliant and safe drinking water to the Utility Systems Department’s Service Area.
4. New/Renewal/Modified: New.
5. Duration: Initial term is from execution through September 30, 2027, with the option for two (2) additional renewals of up to three-years each.
6. Benefits to Port St. Lucie: Sulfuric acid is necessary for the membrane filtration process in reverse osmosis water treatment.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual expenditure is $600,000.00. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(10)(b), to participate in the City of St. Augustine Contract #RFB-24052 with SATCO for the Purchase and Delivery of Chemicals for the Water and Wastewater Treatment Plants - Sulfuric Acid.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the City of Augustine Contract #RFB-24052 with SATCO.
2. Move that the Council not approve and provide staff with direction.
Background: Sulfuric Acid is a key chemical in the treatment of water at the Reverse Osmosis (RO) Plants. It is used to lower the PH of the raw water before it enters the RO Skids which prevents scaling in the membranes. Reducing scaling in the membranes enhances their productivity and prolongs their lifespan. Sulfuric Acid is also used in the degassifiers (which is after the RO Skids) to remove Hydrogen Sulfide and Carbon Dioxide (CO2) in the treated water. This is an important step in the process as it decreases the chlorine needed to maintain a chlorine residual in the distribution system. Sulfuric Acid is used in the Prineville and JEA Water Treatment Facilities. The average usage is approximately 2,000 tons per year.
Issues/Analysis: Staff has reviewed the City of St. Augustine Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the Utility Operating Fund / Water-Plant Operation / Chemicals (#431-3310-552300-00000) and in the Utility Operating Fund / LTC Water Treatment Facility / Chemicals (#431-3312-552300-00000).

Location of Project: The City does not disclose the location of its water treatment plants for homeland security purposes.
