3. Purpose: The main components the body cameras will provide is cutting edge technology for evidence collection, potential training, and accountability.

6. Benefits to Port St. Lucie: The body worn cameras improve police accountability and assist in lowering reports of misconduct.
7. Cost to Port St. Lucie (Annual and Potential): 5 annual payments of $785,048.43 for a total of $3,925,242.16.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and participate in the Sourcewell Cooperative Contract #010720-AXN with Axon Enterprise, Inc. for the purchase of body cameras for the Police Officers.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sourcewell Cooperative Contract #010720-AXN.
2. Move that the Council not approve participating in the Sourcewell Cooperative Contract #010720-AXN and provide staff with direction.
Background: Body Worn Cameras (BWC) can be highly effective providing objective audio and visual recordings of encounters that can capture evidence in the event of a crime, police interaction with citizens, or in the event of a use of force incident. Body worn cameras improve police accountability and assist in lowering reports of misconduct. Digital multimedia is a powerful tool that is becoming widespread in today’s world of smart phones and social media.
Multimedia can assist in successful prosecution of criminal cases and provide footage of crime scenes. Many police agencies are discovering that BWC’s can serve as a useful training tool to help improve officer performance. For example, agencies are using footage for BWC’s to provide scenario-based training, to evaluate the performance of new officers in the field, and to identify new areas where training is needed. By using BWC’s in this way, agencies can raise standards of performance when it comes to tactics, communication, and customer services.
Issues/Analysis: Staff has reviewed the Sourcewell Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in each year’s approved budget for the Police CIP Fund / Law Enforcement / Other Machinery & Equipment (#301-2105-564400-00000).
