Approve FY 18-19 Expenditure of Police Forfeiture Funds

Executive Summary (General Business): The Port St. Lucie Police Department would like to expend $27,300 of forfeiture funds in accordance with F.S.S. 932.7055(5)(a), (2018). Once approved by the City Council, the funds can be incorporated into the City’s budget via the budget amendment process.

Staff Recommendation: Move that the Council approve the expenditure of the forfeiture funds.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the expenditure of the forfeiture funds.
2. Move that the Council not approve the use of the forfeiture funds and provide staff direction.
Background: The Police Department’s Criminal Investigation Division’s Economic Unit acquired a Gray Key in August 2018, which assists with iPhone related criminal investigations. Presently, our agency is the only law enforcement agency on the Treasure Coast that has a Gray Key. Without this crucial investigative tool, our investigations would be severely delayed. Further, Criminal Investigations Division would like to seek a license for the cell phone forensic software UFED 4 PC, which is a Cellebrite’s software-based mobile forensic solution and will alleviate backlog of devices waiting to be examined. This technology is cost-effective, flexible and a convenient tool that can be utilized on existing PC’s or laptops.

Financial Information: The expenditure of funds in the amount of $27,300 for the purchase of the Gray Key license renewal for approximately one year at a cost of $18,000, as well as $9,300 for a secondary license for the UFED 4 PC.
