2. Parties: City of Port St. Lucie and Environment-One Corporation, a foreign profit corporation authorized to do business in the State of Florida (E-One).
3. Purpose: The Utility Systems Department (USD) desires to amend the Contract to expand on the grinder system pumps and related parts list as identified in Amendment #2 and reflect price increases for certain items.
4. New/Renewal/Modified: Modified.
5. Duration: Three years with automatic renewals.
6. Benefits to Port St. Lucie: Provide all necessary pumps and related parts to connect or convert systems to the City’s wastewater system.
7. Cost to Port St. Lucie (Annual and Potential): The estimated financial impact of this Amendment is $350,647.41 for residential parts and $11,033.16 for commercial parts. All future expenditures will be appropriated in each year’s approved budget.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20210104 for the purchase of grinder systems, including pumps and related parts from E-One on an as-needed basis.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20210104.
2. Move that the Council not approve Amendment #2 to Contract #20210104 and provide staff with direction.
Background: The USD began a pilot program in 2020 with the E-One grinder systems. The program was deemed a success and subsequently approved by the City Council as a sole source supplier for the City’s grinder system. The USD desires to expand the related parts list as the demand for these systems increase. The City has agreed to purchase 100% of its requirements for the products and services during the term of this Contract to be used by residential and commercial customers throughout the City’s utility service area. E-One is a Single Source Contractor who has agreed to supply the sewage grinder pumps and related equipment and related training and technical support services to the City for the products and services during the term of this Contract. The USD currently has approximately 40,000 grinder tanks installed within the City’s utility service area. The oldest tanks require preventative and regular maintenance. The grinder tanks and pumps previously installed are “aging out” and the USD has had success with E-One grinder tanks and pumps. The USD is striving to reduce back-ups and sewage claims by replacing aging systems with new parts which are compatible to the existing system.
Issues/Analysis: Staff has reviewed the new parts lists and finds the related parts and services reasonable and acceptable for recommendation to the Council. If the USD were to add another grinder tank, pumps or a different system, the USD warehouse would be required to maintain the requisite inventory to maintain that system. Additionally, USD staff would have to be trained to make repairs or perform maintenance. Some of the parts listed in Amendment #2 replace similar parts previously approved by the City Council based on the ever-changing needs of the USD and the uniqueness of each grinder system.
Financial Information: The Contract provides for annual price adjustments to existing products based on the Producer Price Index (PPI). Funds are appropriated in the Utility Connection Fee Fund & Renewal & Replacement Fund / Wastewater / Grinders (#439-3515-552330 & #438-3516-563000).
Special Consideration: City Council approved Environment-One Corporation as a Single Source Contractor on March 28, 2022.
