5. Duration: The initial term was from May 10, 2022 - May 9, 2023, with the option to renew for an additional one-year period. There was no written amendment extending the period from 2023 to 2024. Amendment #1 extended the contract for a subsequent one-year term August 1, 2024 - July 31, 2025. Amendment #2 further renews and extends the contract term through July 31, 2026.
6. Benefits to Port St. Lucie: In accordance with police department's goals of providing public safety and solving crimes.

Staff Recommendation: Move that the Council ratify the original Contract and Amendment #1 and approve Amendment #2 to renew Contract #20220026 for an additional one-year subscription term for License Plate Recognition Commercial Data.

1. Move that the Council amend the recommendation and ratify the original Contract and Amendment #1 and approve Amendment #2 to renew Contract #20220026.
2. Move that the Council not ratify the original Contract and Amendment #1 and approve Amendment #2 to renew Contract #20220026 and provide staff with direction.

Background: Criminal Investigations Division is requesting to renew the annual subscription of Vetted Security, LLC's Vigiliant Investigative Data Platform. The Vigilant License Plate Reader system owned by Vetted Security, LLC is an automated vehicle recognition technology designed to assist law enforcement in identifying, tracking, and investigating vehicles of interest. Using high-speed cameras and optical character recognition, the system captures license plate data-including plate number, date/time, GPS location, and vehicle images-in real time.

This system has been used by the Port Saint Lucie Police Department for several years and has enhanced the City's ability to gain real-time information and past data when conducting investigations. It has been a key to successfully solving many crimes. Year one of the contract was funded by a JAG grant, while subsequent years have been funded through the Police Department's operating budget.

During review of Amendment #2, staff determined that the total contract value increased beyond the City Manager's threshold outlined in the City Code of Ordinances, Section 35.09(a), and therefore, requires Council approval. Staff is also requesting Council ratify all previous expenditures since the cumulative total places this contract above the City's Manager's threshold authority.

Issues/Analysis: The initial purchase was procured through the issuance of formal bid #20220026. Vetted Security Solutions was the only firm to submit a bid.

Financial Information: Funds are appropriate in Police Department account (001-2105-552000).
